BACKGROUND

Napa County Animal Shelter is built to serve the community and its domestic animals by providing programs and services to support Napa County residents and their pets. It also serves as the Shelter for the cities of American Canyon and Napa and the Town of Yountville. The Shelter takes in an average of 2,300 animals a year. The facility functions well, however, as animal populations grow, sufficient space is becoming an issue. On February 25, 2025, the Board of Supervisors received a presentation covering the “Five Year Capital Improvement Plan; Fiscal Years 2025-26 to 2029-30,” which included this project to repair roof leaks and heating, ventilation, and air conditioning (HVAC) units that are past their useful life in Fiscal Year 2025-26.

On June 24, 2025, the Board of Supervisors approved an authorization of $300,000 to create the project and provide starter funds for design. On September 9, 2025, the Board of Supervisors authorized and signed an agreement for design services with YEI Engineers, Inc., as well as an additional budget amendment of $200,000.

The original recommendation developed through the feasibility study included replacement of all HVAC system components and a complete roof replacement. As of January 2026, the estimated construction cost to implement all recommended improvements was approximately $7.0 million.

Recognizing that funding for the full project was not immediately available, staff developed a Phase I project focused on addressing the most critical facility needs. Rather than a full roof replacement, Phase I includes application of a roof restoration coating system to extend the service life of the existing roof. In addition, the project includes replacement of the existing furnaces, which are experiencing failures and are at the end of their useful life, while deferring replacement of the remaining HVAC components. The design of the Phase I roof repair and furnace replacement is now nearing completion and project is ready to be advertised. Construction is planned to complete in the 2026 calendar year.

The estimated total cost of the PW 26-05A roof repair project is approximately $1,160,000. The estimated total cost of the PW 26-05B furnace replacement project is approximately $200,000. These figures include engineering, project management, and contingency funds. Final costs will be confirmed through a competitive bidding process. Fiscal Year 2026-27 recommended budget will include $5,150,000 million for all Other Building Capital Improvement Projects construction from Accumulated Capital Outlay. It will be budgeted in CIP00 "uncommitted Projects". As each project moves forward, budget will be reallocated from CIP00 to specific projects.  Staff is working with our municipal partners to determine a possible funding share for Phase 2 of the project, and for a possible expansion of the shelter in the future.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Pursuant to Section 15022 and 15268 of the State CEQA Guidelines issuance/approval of the following permits in the County shall be conclusively presumed to be ministerially exempt from the requirements of CEQA and thus preparation of an environmental document is not required: Building and Related permits (1) Building and related permits, including driveways up to 300 feet (e.g. demolition, plumbing, electrical, solar panels). As noted in the project description this project involves interior building improvements and will not impact the outside of the building or the building envelope, will not result in the need for the removal of any trees, will not require any grading and will not change the underlying existing use of the facility, as such due to this the project is ministerially exempt from the requirements of CEQA and preparation of an environmental document is not required.
