Adopt a Resolution renewing Napa County’s list of authorized representatives for submission to the state and federal agencies responsible for emergency services funding. (No Fiscal Impact)

BACKGROUND
Napa County is required to send a resolution regarding authorized representatives to the state and federal authority responsible for emergency services funding under the Robert T. Stafford Disaster and Relief and Emergency Assistance Act of 1988.
Napa County applies for grants through the state and federal entities as well as emergency services funding when appropriate to do so following a disaster. Napa County has historically received federal and state funding and reimbursement from state and federal entities. The requirement to have an authorized representative list on file with these entities is what is being requested from the Board of Supervisors from Napa County.
On July 18th, 2023, Resolution 2023-94 was approved by the Board of Supervisors, and this will be an update to reflect the position changes as well as incorporate the distinction between the Director of Emergency Services, which by county code is the Chief Executive Officer, and the Deputy Director of Emergency Services, which is the designee. This distinction will allow more individuals to represent the county of Napa during emergencies and to continue day-to-day operations regarding grant funding.
Requested Action:
1. Approve and authorize the Chair to sign the resolution designating authority to the positions outlined in the resolution for three (3) years from the date of approval and for that list to be shared with Cal OES/FEMA.
