Director of Public Works requests the following:

1.                     Award of the contract for the Silverado Trail Paving Phase K Project, RDS 20-03A to O.C. Jones & Sons, Inc. of Berkeley, California for their low base bid of $2,655,225 with Additive Alternate No. 1 (night work) of $65,285, for a total contract cost of $2,720,510 and authorization for the Chair to sign the construction contract;

2.                     Award of the contract for the Silverado Trail Paving Phase M Project, RDS 20-03B to Granite Rock Company of San Jose, California for their low base bid of $1,427,435.60 with Additive Alternate No. 1 (night work) of $20,000, for a total contract cost of $1,447,435.60 and authorization for the Chair to sign the construction contract; and

3.                     Approval of a Budget Transfer for the following (4/5 vote required):

a.                     Increase appropriations by $1,752,128 in the Measure T Non-Operating Special Revenue Fund (SRF) budget (Fund 2440, Sub-Division 1220053), to transfer to Program 20043 offset by use of its available fund balance;

b.                     Increase appropriations by $1,752,128 in Program 20043 (Silverado Trail Phase M Project) budget offset by an increase in revenue from the transfer from the Measure T SRF budget;

c.                     Increase appropriations by $3,313,971 in the SB1 Special Revenue Fund (SRF) budget (Fund 2440, Sub-Division 1220052), to transfer to Program 20044 offset by use of $2,978,836 from its available fund balance and $335,135 to be transferred as soon as additional revenues are received in the SB1 SRF; and 

d.                     Increase appropriations by $3,313,971 in Program 20044 (Silverado Trail Phase K Project) budget offset by an increase in revenue from the transfer from the SB1 SRF budget.

EXECUTIVE SUMMARY

Each of the phased maintenance paving projects on Silverado Trail, “Silverado Trail Phase K Paving Project,” (Yountville to Oak Knoll) RDS 20-03A, and “Silverado Trail Phase M Paving Project,” (Hardman to Trancas) RDS 20-04, will install new hot mix asphalt surfacing on Silverado Trail. The road repairs and paving will improve and maintain the road surface. 

On May 18, 2021, the Board of Supervisors (Board) approved plans and specifications for both projects and authorized the advertisement for bids.

Bids were opened on July 8, 2021, with the successful low bidder for Project RDS 20-03A being O.C. Jones & Sons, Inc. of Berkeley, California, and for Project RDS 20-03B being Granite Rock Company of San Jose, California. Therefore, Public Works is requesting the Board of Supervisors (Board) award construction contracts to O.C. Jones & Sons, Inc. and Granite Rock Company for their respective grand total low bids of $2,720,510 and $1,447,435.60 and approve the proposed budget transfer from the available fund balances to fully fund the Projects.

Where is it budgeted?

Fund 2040 - Subdivision 2040500 - Program 20043 (Phase M, RDS 20-03B) and Program 20044 (Phase K, RDS 20-03A): Program 20043 is funded by Measure T SRF.  Program 20044 is funded by SB1 SRF.    There is currently $2,978,836 available in SB1 SRF available fund balance.  The request today is to transfer $2,978,836 upon Board approval and transfer the additional $335,135 as soon as revenues are received in SB1 SRF.  SB1 SRF receives funds around the 20th of each month and the monthly average for FY20-21 was around $240K/month.  Therefore, it is expected that once two more months of revenues are received (i.e. by August 20th), staff will be able to transfer the additional $335,135 into the Project budget.    Additionally, on April 9, 2020, CalRecycle awarded a grant to Napa County for a maximum reimbursement of $138,765. An amount of $35,065 was previously earmarked for another recycled tire asphalt project (Zinfandel Lane), therefore $103,700 is left to be applied to the Phase K paving project (program 20044).

If not approved, the proposed project will not be completed and the condition of the existing pavement will continue to deteriorate resulting in escalating additional maintenance costs.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]

 

 

BACKGROUND AND DISCUSSION

Silverado Trail, along with State Route 29, provides the valley with its primary north/south access routes. The Trail is divided (for planning purposes) into lettered segments, starting with A in Calistoga and finishing with M at Trancas Avenue at the Napa City line. The phases of paving projects on Silverado Trail, “Silverado Trail Phase K Paving Project,” RDS 20-03A and “Silverado Trail Phase M Paving Project,” RDS 20-03B, will install new rubberized hot mix asphalt to maintain the high traffic volume roadway. Phase K of paving is between the Yountville Cross Road and Oak Knoll Avenue intersections. Phase M of paving is between Hardman Avenue and Trancas Street. The current road condition has pavement condition indices from 31 to 43 (poor condition). The projects will provide maintenance to the road surface, resulting in safer travel for the public. The projects will improve the road’s pavement condition index to 100, with a renewed life span of 20 years. The “Silverado Trail Phase L Paving Project,” RDS 20-04 Federal Project #STPL 5921 (083), paving between the intersections of Oak Knoll Avenue and Hardman Avenue will return to the Board of Supervisors to award a contract, upon approval of pending Federal authorization of funds, then completion of advertisement and bid opening.

On September 24, 2019, the Board of Supervisors issued Resolution No. 2019-117, authorizing the Director of Public Works to apply for and execute a CalRecycle grant for the increased cost difference between regular Type A hot mix asphalt and rubberized gap-graded hot mix asphalt. On April 9, 2020, CalRecycle awarded a grant to Napa County for the cost difference between the two kinds of asphalt, with a maximum reimbursement of $138,765. The Zinfandel Lane Paving Project, RDS 19-05 used a portion of these funds.  The remaining balance of the CalRecycle grant is $103,700, which will be used toward the “Silverado Trail Phase K Paving Project.

On May 19, 2020, the Board of Supervisors (Board) approved funds to initiate design. On May 18, 2021, the Board approved advertisement of plans and specifications for the project.

For the “Silverado Trail Phase K Paving Project,” RDS 20-03A, the lowest responsive base bid of $2,655,225 is from O.C. Jones & Sons, Inc. of Berkeley, CA. In addition, staff recommends award of Additive Alternate #1 (night work) for $65,285, for a total contract of $2,720,510. The total project budget, with the addition of construction management and contingency, is $3,338,971. Approval of the requested actions today will initiate construction. Construction is estimated to begin in July, 2021, and extend to the fall of the 2021 calendar year. The Additive Alternate for night work is selected for construction, so that Napa County may act as a good neighbor to the valley community, to avoid congestion of daily traffic, and perform work with as little impact as possible during the harvest season.

For the “Silverado Trail Phase M Paving Project,” RDS 20-03B, the lowest responsive base bid of $1,427,435.60 is from Granite Rock Company of San Jose, CA. In addition, staff recommends award of Additive Alternate #1 (night work) for $20,000, for a total contract of $1,447,435.60. The total project budget, with the addition of construction management and contingency, is $1,777,128. Approval of the requested actions today will initiate construction. Construction is estimated to begin in July, 2021, and extend to the fall of the 2021 calendar year. O.C. Jones & Sons, Inc. and Granite Rock Company are not local vendors however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder's Exchange, and by posting on the County website. Staff also sent "Notices to Contractors" to the local construction community. Once the construction contract is awarded the County will contact the Napa County Workforce Investment Board (WIB) and require the successful contractor to contact the WIB and let the WIB know of its hiring needs.
