Director of Public Works requests the following actions related to the “Napa County Airport Terminal Area Redevelopment Phase One Project:”
1. Approval of and authorization for the Chair to sign the following:
a. Award of construction contract No. 240179B (PW 23-29R-A) to Vellutini Corporation dba Royal Electric Company of Sacramento, CA, for their low bid of $1,485,485;
b. Award of construction contract No. 240178B (PW 23-29R-B) to St. Francis Electric LLC, of San Leandro, CA, for their low bid of $989,635;
c. Award of construction contract No. 240180B (PW 23-29R-C) to Rodan Builders, Inc. of Hayward, CA, for their low bid of $362,000; and
2. Approval of a Budget Adjustment for the following (4/5 vote required):
a. Increase Intrafund Transfer-Out appropriations by $2,500,656 in the Airport Operations Fund (Fund 5010, Subdivision 5010000; Account 57900) offset by use of available fund balance to be transferred to Napa County Airport Terminal Area Redevelopment Phase One Project (Capital Improvement Project 23041);
b. Increase Intrafund Transfer-In to Capital Improvement Project 23041, PW 23-29R (Fund 5010; Subdivision 5010500, Project 23041, Account 49900) by $2,500,656; and
c. Increase Construction Services appropriations by $2,500,656 in Project 23041, PW 23-29R (Fund 5010, Subdivision 5010500, Project 23041, Account 52360) offset by Transfer In from Airport Operations.

EXECUTIVE SUMMARY
Commercial agreements with Napa Jet Center, Inc. and SkyServiceUS California, LLC, were approved by the Board on December 6, 2022. The agreements established multi-party commitments to redevelop the airport terminal areas. The Terminal Area Redevelopment Phase One Project (Project) is the responsibility of the Airport and it relocates an existing sewer main and electrical vault equipment and demolishes the existing terminal building at 2030 Airport Road to make way for Fixed Base Operator (FBO) development.
On June 6, 2023, the Board authorized the Public Works Director to advertise the Project. Initial Bids were opened July 6, 2023 and two bids were received, both of which greatly exceeded the engineers estimate for the project. On August 22, 2023, with a recommendation from staff, the Board rejected all bids pursuant to Section 20150.9 of the Public Contract Code, approved updated project specifications, and authorized the project to be re-advertised with a goal of increasing the number of bid respondents for each of three independent scopes of work: electrical vault relocation, sewer main relocation, and building demolition. The work was readvertised on August 22, 2023 and bids were opened on September 21, 2023. The lowest responsible bids for each of the three independent sections of work have been identified and Airport staff recommend award of construction contracts as well as a budget adjustment to increase the budget for the construction phase of the Project, offset from available fund balance in the Airport Operation Fund.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: Mitigated Negative Declaration Adopted September 22, 2020. According to the Mitigated Negative Declaration, the proposed project would not have any potentially significant environmental impacts with implementation of mitigation measures. Mitigation measures are proposed for the following areas: air quality and tribal cultural resources. This project is not on any of the lists of hazardous waste sites enumerated under Government Code Section 65962.5.
BACKGROUND AND DISCUSSION
On April 20, 2021, Napa County Agreement No. 210342B with Mead & Hunt, Inc. was approved to provide design of a project to demolish the existing terminal at the Napa County Airport and to relocate critical infrastructure such as the electrical vault building, backup generator, and the rotating beacon. Subsequently, Agreement 230243B with Mead & Hunt, Inc. was approved on December 13, 2022 to provide design services for a project to relocate the public sewer main located within the FBO development areas. These design efforts combined to result in the Airport Terminal Area Redevelopment - Phase One Project (Project 23041).

On June 6, 2023, the Board authorized the Public Works Director to advertise the Project. Initial Bids were opened July 6, 2023 and two bids were received, both of which greatly exceeded the engineers estimate for the Project. On August 22, 2023, with a recommendation from staff, the Board rejected all bids pursuant to Section 20150.9 of the Public Contract Code, approved updated project specifications, and authorized the project to be re-advertised with a goal of increasing the number of bid respondents for each of three independent scopes of work (electrical vault relocation, sewer main relocation, and building demolition) and improving the overall cost-effectiveness of the Project. The Project was readvertised on August 22, 2023 and bids were opened on September 21, 2023. The Airport achieved cost savings of $512,875 by rejecting the first set of bid packages and advertising the project a second time.
After the Notice of Intent to Award was issued, the County received a formal bid protest from the second low bidder for the electrical work. Airport and Engineering staff worked with the protesting bidder and the protest has been resolved and withdrawn.
Environmental review, design, and project bidding are complete, and the Project is ready to move to construction. The Project is estimated to take one hundred fifty-six (156) calendar days. Once construction contracts are executed, a Notice to Proceed will be issued and construction is anticipated to begin by the end of the calendar year.
Staff request award of three construction contracts to the lowest responsible bidder for each section of work as well as a budget adjustment to increase the Project budget for the construction phase, offset from available fund balance in the Airport Enterprise Fund. Bid results and Project budget are attached.
