BACKGROUND

The Sheriff’s Office Off-Highway Motor Vehicle (OHV) Team provides law enforcement services to the public and protected lands in Napa County, including Knoxville. These areas are commonly used by off-road vehicles, campers, and trespassers. These areas are inaccessible to conventional patrol vehicles and can present natural obstacles that can delay emergency response times. The OHV Team utilizes a sport utility vehicle, off-road motorcycles, and utility task vehicles (UTV) to respond to calls for service in these areas.

Due to personnel safety concerns with the operation of off-road motorcycles purchased with OHV grant funds, the OHV Team is retiring its fleet of motorcycles and transitioning to the use of a side-by-side UTV. Since the off-road motorcycle capital assets (Asset No. 100789, 100811, & 101793) are being retired, the Sheriff’s Office proposes transferring them through the State of California Department of Parks and Recreation OHV Grant Program to the San Joaquin Sheriff’s Office.

In accordance with Title 14, CCR, Section 4970.20(e), Grantees must obtain written approval from the OHV State Parks Division prior to disposition of any equipment purchased with grant funds. On March 12, 2026, the OHV State Parks Division, approved the request to transfer the motorcycles to the San Joaquin Sheriff’s Office where they will be operated for OHV patrol. In the attached memo, the San Joaquin Sheriff’s Office will assume full responsibility of the motorcycles upon completion of the transfer.

Requested Actions:

1.                     Declare certain items of capital asset property as surplus and no longer required for Sheriff’s Office use.

2.                     Authorize removal of capital assets from Sheriff’s Office inventory.

3.                     Authorize the transfer of these capital assets to the San Joaquin Sheriff’s Office for OHV enforcement through the standards of the State Parks grant.
