BACKGROUND

On February 27, 2024, the County entered into Agreement No. 240283B with Bureau Veritas to provide construction management, inspection, materials testing, labor compliance, and related construction support services for the Chiles Pope Valley Bridge Replacement Project.

On April 8, 2025, the Board approved Amendment No. 1 to Agreement No. 240283B, increasing the contract maximum to $1,205,925 to provide additional construction support services associated with contractor claims, difficult drilling conditions, project administration, and final project closeout activities.

The Chiles Pope Valley Bridge Replacement Project construction was substantially completed during 2024; however, several project closeout activities remain ongoing. These activities include contractor claim resolution, final documentation, Caltrans reimbursement coordination, environmental mitigation coordination, and final project administrative closeout.

During construction, the contractor submitted claims related to harder than anticipated drilling conditions which required additional review, coordination, inspection, documentation, and construction administration services by the construction management consultant. As project closeout efforts continued into 2025, Bureau Veritas exhausted the currently authorized contract budget and submitted additional unpaid invoices associated with project closeout support services.

The proposed Amendment No. 2 will increase the contract authority by $25,000 to allow Bureau Veritas to continue providing the necessary construction management and project closeout support services needed to fully close out the project and complete reimbursement coordination with Caltrans.

If the requested amendment is not approved, project closeout activities, contractor claim resolution, and reimbursement coordination may be delayed.

REQUESTED ACTION:

Approve and authorize Amendment No. 2 to Agreement No. 240283B with Bureau Veritas increasing the total compensation under the Agreement by $25,000 for a new maximum contract amount of $1,230,925.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations Section 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
