BACKGROUND

The California Wildfire and Forest Resilience Task Force was created by the office of Governor Newsom to confront climate and human-caused conditions that have brought the threat of devastating wildfire and its far-reaching impacts to the forefront of nearly every rural community in the state.  Supervisor Anne Cottrell serves as an Executive Board Member of this Task Force, through her position as Second Vice President of the Rural Counties Association of California (RCRC).  

California’s Joint Strategy for Sustainable Outdoor Recreation & Wildfire Resilience (Joint Strategy), published by the California Wildfire and Forest Resilience Task Force in March 2023, includes four goals with key actions to help guide local agency efforts in aligning landscape resilience with recreation management.  Earlier this year, Supervisor Cottrell made a referral to staff to bring back an agenda item allowing the Board of Supervisors to consider joining the County’s Regional Parks and Open Space District, along with several other California counties, adopting this Joint Strategy. 

By adopting this Joint Strategy, Napa County joins other local governments and special districts across the state in recognizing the value of public lands and the important role they play in wildfire preparedness and prevention, community well-being, economic development, and sustainable land use.  This Joint Strategy aligns with Napa County’s current recreation and wildfire frameworks and will further position the County to benefit from future state and federal funding opportunities.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by California Code of Regulations, title 14, section15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
