County Executive Officer and Auditor-Controller request the following relating to the Groundwater Sustainability Agency:
1. Open the Public Hearing and accept public testimony on the Fiscal Year 2021-22 budget with a total appropriation of $1,215,000 in Fund 2720 Division 27200; and
2. Continue for consideration July 20, 2021 at 1:45 p.m. for adoption of the recommended budget.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
On December 17, 2019, the Napa County Board of Supervisors approved Resolution 2019-152, establishing the Napa County Groundwater Sustainability Agency (GSA). In accordance with the Sustainable Groundwater Management Act of 2014 (SGMA), the Napa County GSA is charged with sustainably managing groundwater in the Napa Valley Groundwater Subbasin. The Napa Valley Subbasin has been designated by the California Department of Water Resources (DWR) as a high-priority groundwater basin, requiring the development and implementation of a Groundwater Sustainability Plan (GSP). GSA has been awarded a grant through the DWR’s Sustainable Groundwater Management Grant Program to assist with the GSP.
Staff will provide a brief presentation of the budget.
Staff requests that the Board open the public hearing on the Fiscal Year 2021-2022 recommended budget and accept public testimony; then continue the public hearing to July 20, 2021 at 1:45 p.m. for final adoption.
