BACKGROUND

There are currently two openings on the Emergency Medical Care Committee (EMCC) due to a resignation and term expiration. The County Executive Office advertised the vacancies and received two applications from Dr. David L. Kerns and Charles Burton.

The Emergency Medical Care Committee (EMCC) was established on October 8, 1968 by the Board of Supervisors.  The current functions of the EMCC are as follows:

1.                     Review, at least annually, all of the following:

a.                     The operations of ambulance services operating within Napa County;

b.                     Emergency medical care offered within Napa County, including the following areas of training: 1) Cardio-Pulmonary Resuscitation (CPR); 2) Public Access Defibrillation (PAD); and 3) First aid practices;

2.                     Report to the State Emergency Medical Services (EMS) Authority, the local Emergency Medical Services (EMS) Agency and the Board, at least annually, the observations and recommendations of the EMCC resulting from the EMCC's activities listed in (1) above; and

3.                     Act in an advisory capacity to the Board and the local EMS Agency on all matters related to emergency medical services as directed and requested by the Board from time to time.

There are seventeen members of the EMCC:

                     Two Public Members representing the community at large and appointed by the Board of Supervisors; and

                     Fifteen Entity Members appointed ex officio.  Each entity shall appoint a member to serve as a representative to EMCC.  The entities consist of hospitals and emergency responders from the County and the Cities/Town, including fire and law enforcement officials.

The following offices or positions serve as liaisons to the EMCC:

                     Napa County Health Officer

                     Napa County EMS Administrator

                     Napa County Executive Office

                     Napa County Board of Supervisors

Requested Action:

Appoint Dr. David L. Kerns and Charles Burton to the Emergency Medical Care Committee.
