SUBJECT: Surplus and Sale of 2000 Saber Series 40 (E218) to Hopland Fire Department/Surplus Digital Tire Balance

County Fire Chief/Purchasing Agent requests the following (4/5 vote required):
1. Declare Asset No. 26904, a 2000 Saber Fire Engine and Asset No. 27217, a digital tire balancer as surplus and no longer required for use;
2. Authorize County Fire to dispose of the engine by selling it to Hopland Fire District for fair market value;
3. Authorize the Purchasing Agent to dispose of Asset No. 27217 at public auction; and
4. Authorize the Auditor-Controller to remove these capital assets from the capital asset list.

EXECUTIVE SUMMARY
County Fire currently has a 2000 Saber Fire Engine and a digital wheel balancer that have outlived their useful life, are removed from service, and are no longer required for use. With approval of today’s action, these two items will be declared surplus, the vehicle being sold to the Hopland Fire District and the wheel balancer going to public auction.
California Government Code Section 25504 provides authorization for direct sale of surplus personal property, and Government Code Section 25363 provides authorization for sale at auction.

BACKGROUND AND DISCUSSION
County Fire currently has a 2000 Saber Fire Engine and wheel balancer that have outlived their useful life, are removed from service, and are no longer required for use. As a general practice, Fleet Management attempts to fully depreciate vehicles and equipment before identifying them as surplus. Vehicles that have been fully depreciated may be retained if their maintenance costs and condition warrant continued use. In some instances, some vehicles are declared surplus and disposed of before they have been fully depreciated because the costs to maintain and/or repair them are not justified.
With approval of today’s action, these two items will be declared surplus, the vehicle being sold to the Hopland Fire District and the wheel balancer going to public auction. The Hopland Fire District is a rural fire agency located at the south end of Mendocino County. The district is considered a volunteer agency supplemented by paid staff. The Hopland District is seeking to upgrade their fleet by purchasing used CalFire apparatus and engines built to CalFire spec to standardize their fleet for strike team response. The wheel balancer was originally purchased in 2008 and until recently has been used. It currently has outlived its useful life and has become usable in a limited capacity.
