Director of Public Works requests approval of plans and specifications for the “Calistoga Area Paving Phase I Project”, RDS 22-03, authorization to advertise for sealed bids, and opening of the bids at a time, date and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code.

EXECUTIVE SUMMARY
Napa County received funds from Pacific Gas and Electric (PG&E) as a settlement for damages caused by the 2017 North Bay fires. The Board of Supervisors (Board) has designated $16 million of this funding towards road repairs. On January 25, 2022 the Board authorized $2,750,000 in funding for Calistoga Area Paving Phase I project to conduct repairs on the following damaged roads:
o Petrified Forest Road (City limits to Franz Valley School Road intersection)
o Tubbs Lane (deferred to 2024)
o Myrtledale Road
o Franz Valley School Road
During design staff determined there is not adequate budget to rehabilitate all four roads to a desired design life. Staff will defer Tubbs Lane, which is currently in the best condition out of the four roads to phase II, planned in 2024 in order to accumulate funds to allow for a 20-year rehabilitated design life.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]

o Franz Valley School Road
Shaw Williams Road, which is a relatively short (quarter of a mile) County owned road stems off of Franz Valley School Road, will be included in Phase I as a bid additive alternate.
During design staff determined there is not adequate budget to rehabilitate all four roads to a desired design life. Tubbs Lane, which is currently in the best condition out of the four roads will be deferred to phase II, planned in 2024 in order to accumulate funds to allow for a 20-year rehabilitated design life. Phase II will also include a roadway seal on the County owned portion of Petrified Forest Road as well as rehabilitation of roads yet to be determined in the Calistoga vicinity; Phase II will be funded by Measure T funds.
Staff will return to the Board at a future date with a detailed project budget based on the lowest bid, and to request construction award. Staff recommends the Board approve the plans and specifications for bidding.
