RECOMMENDATION
title
Approve a Budget Amendment to increase the Fire Operations Capital Assets appropriation to modify two mechanic service trucks, grant a waiver of competitive bidding requirements due to technical compatibility, and allow a sole source award to Interstate Assembly Systems. (Fiscal Impact: $16,000 Expense, Fire Fund; Not Budgeted; Discretionary)
[4/5 vote required]
body
BACKGROUND
The Fiscal Year 2023-24 Fire Budget included the cost of two mechanic service trucks in the amount of $320,000. In May of 2024, the Board approved a budget adjustment of $30,000 to add emergency communication equipment, increase to utility boxes, and add striping/graphics to the vehicles. The current request is to add a bolt bin for the right first compartment and line the truck bed, walls, and work bench with LineX to limit wear to these areas. The cost of these items is $16,000.
The County Fire Department is also requesting a waiver of competitive bidding requirements and a sole source award to Interstate Assembly Systems, West Sacramento, California, for this purchase and installation pursuant to Napa County Code section 2.36.090 and Napa County Purchasing Policy section 39, subsection 3(a). This is due to the technical compatibility of the mechanic service trucks and the vendor capacity to provide the required equipment and service.
Requested Actions:
1. Approve a Budget Amendment increasing appropriations by $16,000 in Fire Operations (2100000-55400) offset by use of Fire Operations (2100000-53355), to transfer; and
2. Increase of capital assets in the amount of $16,000 for the purchase of bolt bins and lining the bed, walls, and work bench.
3. Request waiver of competitive bidding requirements and sole source award to Interstate Assembly Systems for the purchase and installation of bolt bins and lining the truck bed, walls, and work bench.
FISCAL & STRATEGIC PLAN IMPACT
|
Is there a Fiscal Impact? |
Yes |
|
Is it currently budgeted? |
No |
|
Is it Mandatory or Discretionary? |
Discretionary |
|
Discretionary Justification: |
Allows mechanics storage areas and protection against wear and tear in high use areas. |
|
Is the general fund affected? |
No |
|
Future fiscal impact: |
The cost of maintaining vehicles will be supported by the Fire Fund (2100). |
|
Consequences if not approved: |
There would be less compartment space for the mechanics. The bed would be exposed to the elements and have more wear and tear without the spray in liner. |
