BACKGROUND
On May 22, 2018, the Board of Supervisors (Board) approved the financing plan for replacing the existing jail which included conditionally awarded funds from Senate Bill (SB) 844 and 863. Subsequently, on August 14, 2018, the Board awarded a professional services agreement with Lionakis for architectural and engineering services to design the replacement facility. Accordingly, Lionakis began design on the project in coordination with staff from the Department of Corrections, Public Works, ITS/Communications, and other County departments. On October 18, 2022, the Board awarded a construction contract to Browar Builders, Inc. and work began in late December 2022.
The project is in its final stages with construction, which includes the coordination and installation of furniture, fixtures, and equipment (FF&E). Napa County staff from Public Works, Corrections, and Purchasing worked with their consultant, Lionakis, to determine the most cost-effective way to complete the FF&E portion of the project. The County reviewed three candidates that specialize in procurement and installation and are capable of procuring through a national cooperative agreement. After consideration, the County chose to work with One Workplace to fulfill needs of the project through their cooperative agreements and ability to manage and install FF&E.
During the discussions and review of the potential companies for FF&E, County staff indicated that the furniture can be obtained through purchase orders using One Workplace’s existing national cooperative procurement contracts with other public agencies. However, the labor associated with assembling and installing the FF&E needs to be done by separate contract to account for labor requirements that differ across the nation; here, California prevailing wage rates and related labor and reporting requirements. Therefore, this separate Agreement is necessary to assemble and install the FF&E the County has already ordered. The agreement has a maximum amount of $480,367, which includes a contingency of $32,536 to account for the remote possibility of unforeseen circumstances at the Replacement Detention Facility disrupting delivery of the product to the site. The contingency allows for delivery of the material from the manufacturer to a holding facility to be stored until it can be installed. Using One Workplace coordinates assembly and installation with delivery of the furnishings, and will not compromise the original manufacturers’ warranties because County is using an authorized installer. The cost of all FF&E, including the proposed agreement, is already accounted for in the project budget, therefore, no additional funding will be requested.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: A Final EIR was prepared and certified by the Board of Supervisors on February 11, 2014, for the Napa County Jail Project (SCH#2013012072). The Final EIR analyzed the potential impacts resulting from the General Plan Amendment and was prepared in accordance with CEQA, the State CEQA Guidelines and the County's Local Procedures for Implementing CEQA. No further environmental review is necessary.
