BACKGROUND

The County has contracted with the Regents of the University of California for these training sessions since 1983. This specialized training is not available through other entities and is provided by subject matter experts in the field. Trainings are in subject areas selected by HHSA that will benefit our staff agency-wide and will ensure that staff receive specific trainings to maintain program and contractor compliance. The objectives of this agreement are to ensure that HHSA staff improve service delivery in the administration of HHSA programs; implement tactics designed to support the health and well-being of HHSA clients; fulfill mandatory training requirements; remain in compliance with Civil Rights mandates; improve the quality and efficacy of casework and services to the community; and support knowledge and implementation of current best practices in the field.

Discretionary Justification:

There is no mandate to contract for these services, however, this agreement is necessary to stay compliant with State and Federal mandates by updating and incorporating new policies and procedures.

No

Future fiscal impact:

None, this agreement terminates June 30, 2025.

Consequences if not approved:

If this agreement is not approved, HHSA staff will be unable to receive specialized training through UC Davis which could impact the ability of staff to provide a high level of service to clients.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
