BACKGROUND
During the winter storms of February 2025, intense rainfall and flooding in Redwood Creek caused the failure of a portion of Redwood Road at mile post marker 2.3 (near 3510 Redwood Rd.). Floodwaters undercut the creek bank adjacent to the roadway, causing the westbound lane to fail and slide toward Redwood Creek. The damaged roadway currently presents a safety hazard and restricts the long-term reliability of this important rural transportation route.
The project will repair the failed roadway section and restore full use of Redwood Road. The work generally consists of constructing a soldier pile retaining wall, stitch piles, roadway excavation and reconstruction, and installation of guardrail.
On April 28, 2026, the Board of Supervisors approved the plans and specifications and authorized Public Works to advertise for bids. The project was subsequently advertised for bids. Bids were publicly opened on June 2, 2026.

Rege Construction, Inc. was determined to be the lowest responsive and responsible bidder.
The Engineer's Estimate for the project was approximately $660,000. The low bid submitted by Rege Construction, Inc. was $627,098, approximately 5 percent below the Engineer's Estimate. Additional appropriations are required to fully fund the construction contract, construction management, inspection, contingency, environmental compliance, and related project delivery costs. Staff is requesting approval of a budget amendment in the amount of $554,423 to fully fund Project 25033.
Construction is anticipated to begin in August 2026 following the end of the northern spotted owl nesting restriction period.
Requested Actions:
1. Award of Contract to Rege Construction, Inc., of Cloverdale, California for their low base bid of $627,099, for the “Redwood Road Slide Repair Project, MPM 2.3,” RDS 25-27 and authorize the Chair to sign the construction contract; and
2. Approve a Budget Amendment to reallocate previously approved budget to a different capital project.
a. Reverse Transfers-out (56100) from Accumulated Capital Outlay (Fund 3000, Sub-Division 3000000) of $554,423 and the related Transfers-in (48200) to the Bridge Preventive Maintenance Program (Fund 2040, Sub-Division 2040500, Project 25016); reduce the budgeted appropriations in Project 25016 accordingly, and
b. Reallocate Transfers-out (56100) appropriations from the Accumulated Capital Outlay (Fund 3000, Sub-Division 3000000) and increase Transfers-in (48200) for the Redwood Road 2.3 project (Fund 2040, Sub-Division 2040500, Project 25033); increase Project 25033 appropriations for Construction Services (52360) by $554,423.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1 and Class 2. It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
