BACKGROUND

Napa County has been awarded the 2022 Hazard Mitigation Grant Program Grant by the Federal Emergency Management Agency (FEMA). The grant is a phased grant, with the County currently awarded Phase 1 for environmental studies and pre-work. The overall grant award is $8,879,302, with 10% local matching funds from Napa County totaling $887,930.  The funds are targeted to enhance resiliency for areas that were affected by the Tubbs and Glass Fire footprints. These projects will span a total of three years, with two potential extensions of twelve months each. 

As a part of Phase 1, a Request for Proposals (RFP) was created to select a consultant. The consultant would facilitate the environmental requirements of CEQA/NEPA, project management and obtain right-of-entry agreements and contracts on a task order basis. Napa Communities Firewise Foundation (NCFF) was selected as the recommended contractor.

The existing fee schedule under Exhibit “B” of Agreement 2504134B projected an initial budget allocation. NCFF and the County request an update to the project budget allocations without an increase in the total contract amount.

Requested Actions: Approve and authorize Amendment No. 1 of Agreement No. 250413B to update the budget allocations under Exhibit “B” of the original Agreement dated May 20, 2025 with Exhibit “B-1” under the new Amendment dated November 18, 2025 with no change in the maximum compensation amount of the contract.

This Amendment updates the budget allocations without increasing the maximum contract amount.

Consequences if not approved:

Without this Agreement, the risk of wildfire impacts in the County will continue to increase, potentially resulting in larger impacts from future wildfires.

Preserve Napa County’s Agricultural Legacy.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The action is not a project as defined by California Code of Regulations, title 14, section 15378 (State CEQA Guidelines) and/or exempt under sections 15301 and 15304, subds. (a) and (i), [See Class 1 (“Existing Facilities”) and Class 4 (“Minor Alterations to Land”)] and, therefore, CEQA is not applicable.
