BACKGROUND

Napa County's Health and Human Services Agency (HHSA) is committed to reducing barriers that impede access to services and improve the effectiveness of services provided to all County residents. To achieve this objective, HHSA provides employees with a series of trainings, through qualified On the Move trainers, designed to equip staff with essential skills that foster a respectful and welcoming environment for all individuals. Staff develop practical tools to engage effectively with clients and explore how to provide sensitive, person-centered services that honor the unique experiences and needs of those we serve, ensuring every person feels valued, heard, and respected. The focus is on building understanding, empathy, and respect, helping staff respond to the cultures, identities, and lived experiences of community members served through HHSA programs and services. This amendment reflects an increase in fees for providing these trainings and reconfiguring the number and type of sessions to better address HHSA’s needs.


Requested Action:
1. Approve and authorize Amendment No. 4 to Agreement No. 170975B with On the Move, Inc., to increase the contract maximum by $2,200 for a new contract maximum of $7,700 for Fiscal Year 2025-2026, and each subsequent renewal.

Discretionary Justification:

Although not mandatory, HHSA has a diversity and inclusion initiative to identify and reduce barriers to access to services for clients and to improve the effectiveness of services.

No

Future fiscal impact:

This agreement contains a provision for automatic annual renewal. Appropriations have been included in the proposed 2025-2026 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If not approved, HHSA would lose access to these cultural competency trainings and the capacity of staff to develop these skills would be reduced.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
