BACKGROUND

After a disaster, the County is expected to make roadway repairs quickly while adhering to local, state, and federal guidelines. In many cases the design process needs to start within days of the disaster and the only way to be able to provide such a response is to have a contract in place before the disaster occurs.
On September 27, 2023, the County advertised a request for statements of qualifications (SOQ’s) to seek the most qualified team to provide design services needed to repair roadway damage from earthquakes, fires, severe storm events or other reasons specifically for FEMA, state or locally funded projects. The consultant teams were asked to be able to provide comprehensive services such as civil, structural, geotechnical, environmental, surveying, hydraulic, pavement design and cost estimating services.
Three SOQ’s were received on October 25, 2023 and all three teams were interviewed on November 8, 2023 with the top ranked team being ADKO Engineering. Approval of an on-call, task-order based agreement with ADKO Engineering for the requested services for a maximum of $500,000 per fiscal year for the term of February 27, 2024 to July 1, 2028 is requested. This contract can also be used for non-disaster related roadway repairs where the nature of the services are determined by the County to be similar. A separate request is planned for SOQ’s related to FHWA funded projects later this year.

Discretionary Justification:

The proposed Professional Service Agreement (PSA) will provide technical services during design and construction that will be needed for various road repair projects.

Is the general fund affected?

No

Future fiscal impact:

Depending on County needs there will be future fiscal impacts however the Board must approve these before they incur.

Consequences if not approved:

The County will not be able to respond quickly to be able to provide emergency repairs and would likely need to limit the type of repairs that can be completed.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
