BACKGROUND
The Napa County Board of Supervisors entered into two long-term lease agreements with Fixed Based Operators (FBO) that included redevelopment requirements for the County Airport and for the two lessees: Atlantic Aviation, LLC and Skyservice US, LLC. The County is responsible for several infrastructure projects at the Airport to make way for the new private developments, which are the responsibility of the two FBOs, and the infrastructure projects each have specific timeframes within the leases to accomplish these efforts. Given the timeframes and cost, staff recommended a phased approach. Project 26017 is Phase 2 of the infrastructure projects required from the County which are necessary to meet lease milestones.
In December 2024, Napa County Airport completed the Terminal Redevelopment Phase 1 Project (PW23-29) which included efforts to demolish the former General Aviation Terminal and Electrical Vault, relocate utilities, and establish a new airfield electrical control room and lighting control system to the Federal Aviation Administration (FAA) Air Traffic Control Tower. The Phase 1 project was completed on or about November 25, 2024.
Airport Terminal Redevelopment Phase 2 (PW26-10) supports relocation of Airport Operations Area security fencing and gate access at the north end of the airfield, addition of vehicle parking to 2000 Airport Rd facility (the new County terminal and office building), demolition of portions of the Japan Airlines training academy, electrical upgrades, and replacement of heating, ventilation, and air conditioning (HVAC) equipment and controls. Airport Rd reconfiguration design, under project PW26-06, is incorporated into Phase 2 efforts though a separate project due to funding through Measure U initiatives.
Airport staff requested a task order quote from COAR Design Group under Napa County Agreement No. 220316B to prepare 30% initial design and feasibility analysis for the Phase 2 project. Architectural and Engineering services with COAR Design Group was completed under formal Request for Qualifications (RFQ) on February 8, 2022. The task order quote from COAR Design Group to complete initial design and feasibility analyses was $244,400. The proposed budget amendment of $277,300 includes consultant services through COAR Design Group, design administration costs ($19,000), and environmental assessment ($13,900). The entire project will be funded through the Airport Enterprise Fund (Fund 5010, Division 50105, Project 26017).
Requested Actions related to the “Airport Terminal Redevelopment Phase 2 Project”:
1. Approve creation of a new Airport Capital Improvement Project, PW26-10 for the “Airport Terminal Redevelopment Phase 2 Project;”
2.Approval of Budget Amendment for the following:
a. Increase Intrafund Transfers Out appropriation by $277,300 in the Airport Operations budget (Fund 5010, Subdivision 5010000) offset by the use of its available fund balance to transfer to Project 26017 and increase to its Intrafund Transfers In revenues (Fund 5010, Subdivision 5010500, Project 26017, Account 49900);
b. Increase Engineer Services appropriation by $19,000 in Project 26017 budget (Fund 5010, Subdivision 5010500, Project 26017, Account 52145) transferred from Airport Operations; and
c. Increase Consulting Services appropriation by $258,300 in Project 26017 budget (Fund 5010, Subdivision 5010500, Project 26017, Account 52310) transferred from Airport Operations.
