EXECUTIVE SUMMARY
If approved, this request amends the Table and Index of Classes and Departmental Allocation List by deleting one 1.0 full-time equivalent (FTE) Mental Health Quality Coordinator, and adding one 1.0 FTE Behavioral Health Quality Coordinator, effective September 30, 2023. Additionally, the new Behavioral Health Quality Coordinator will be designated as a supervisory classification.

The Alcohol and Drug Services and Mental Health Divisions at the Health and Human Services Agency (HHSA) are merging into Behavioral Health Services. This necessitated the creation of a Behavioral Health Quality Coordinator, who can function as a supervisor. |

The increased cost of salary and benefits for the requested action is approximately $2,134 for the remainder of the 2023-2024 Fiscal Year. The increased cost of salary and benefits for future fiscal years is approximately $2,845 and will be budgeted accordingly. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
As the Alcohol and Drug Services and Mental Health Divisions continue to merge into Behavioral Health Services, the Mental Health Quality Coordinator classification is no longer needed. The requested action replaces this position with a Behavioral Health Quality Coordinator, who can also function as a supervisor.
This merger of divisions will allow the county to continue mirroring the staffing and language required by many of the state mandates/reporting requirements, which are effectively performed under the banner of “Behavioral Health.” By removing the siloes of Alcohol and Drug Services and Mental Health utilization review, the Health and Human Services Agency can create one Quality Assurance Team, which will oversee the broader behavioral health data collection, reporting and monitoring of metrics.
Therefore, the Director of Human Resources and the Director of Health and Human Services Agency request adoption of a Resolution amending the Table and Index of Classes and the Departmental Allocation List for the Behavioral Health Division of the Health and Human Services Agency, by deleting one 1.0 full-time equivalent (FTE) Mental Health Quality Coordinator, and adding one 1.0 FTE Behavioral Health Quality Coordinator, effective September 30, 2023, with no net increase in FTEs, and no impact to the County General Fund.
