BACKGROUND
This item is a contract amendment and a budget amendment. The contract amendment increases services provided by Abode Services, Inc. (Abode) to maintain a Master Lease Program previously operated by Buckelew Programs, as well as provide funding for meal delivery previously under contract with Salvation Army. The budget amendment increases appropriation for the new program and increases Federal and State revenues to offset those costs.
Abode is a leading providers of homeless and rapid re-housing services in the Bay Area. Housing & Community Services contracts with Abode for operations of the South Napa Shelter, which includes meal provision, daytime drop-in services and extreme weather activation during the Winter Season at the South Napa Shelter, Housing Navigation Services, and Tenancy Sustaining Services to recently re-housed individuals formerly experiencing homelessness. Services provided are funded through a significant number of State and Federal grants and local funding, including a cost-sharing agreement for emergency shelter services with the City of Napa.
On April 24, 2026 the Napa County Board of Supervisors approved the transfer of Buckelew Program’s Continuum of Care’s Department of Housing and Urban Development’s (HUD) funding to Napa County for continuation of a Master Lease Permanent Supportive Housing Program within Napa County. At that time the actual amount of the grant funding to be transferred was unknown due to the uncertainty of the HUD approval timeline. There is now certainty, and the grant transferring to the County totals $255,563. This funding is to maintain the existing Master Lease program previously operated by Buckelew Programs, now to be operated by Abode, ensuring continued housing, rental assistance and tenancy care services for clients previously enrolled in the program.
In July 2026, Abode Services, Inc (“Abode”) took over provision of prepared evening meals for clients residing at South Napa Shelter. The service was previously provided under a contract with the Salvation Army. The Salvation Army contract was terminated due to unsustainable per-meal-rate cost increases. The Abode contract is being increased by $50,000 to provide prepared meals for the remainder of this fiscal year. A new permanent service provider will be identified for the coming fiscal year. The increased cost in the Abode contract is offset by the now-terminated Salvation Army contract.
Today’s action amends Agreement No 210018B with Abode for services for Fiscal Year 2025-2026 to include the service increases for the Master Lease Program ($255,563) and the meal service delivery ($50,000), and related budget amendments to increase appropriation for the new Master Lease Program services offset by increases in State and Federal funding revenues.
Requested Action:
1. Approve and authorize Amendment No. 8 to Agreement No. 210018B with Abode Services, Inc. to increase the contract maximum from $4,338,140 to $4,643,703 for the term July 1, 2025, through June 30, 2026, for the provision of homeless shelter operations, case management and housing placement services.
2. Approve a Budget Amendment for the following in the Homeless Programs Subdivision (2030002):
a. Increase in appropriation of $255,563 in client provider services (account 52430)
b. Increase of $133,957 in State Funding (account 43790)
c. Increase of $121,606 in Federal Funding (account 43890)

This item is discretionary. There is no mandate for how homeless services are provided in a community. Eligibility for State and Federal funding requires services follow the housing-first model. This agreement uses principles of this model and funds emergency shelter, housing navigation and tenancy sustaining service systems focused on permanent housing solutions. |
