RECOMMENDATION
title
Approve and authorize staff to sign Amendment No. 1 to Agreement No. 250247B with Community Action Napa Valley to update the previously approved food recovery capacity building project. (Fiscal Impact: $40,000 Expense; Zone-1 Garbage; Budgeted; Discretionary)
body
BACKGROUND
At the July 23, 2024 Board of Supervisors meeting, the Board approved of the recommendations by staff to provide reimbursements for food recovery capacity building projects submitted in response to a Notice of Funding Availability (NOFA) by Community Action Napa Valley (CANV) and Feeding it Forward. Agreements were executed and finalized in October 2024. After further consideration, CANV determined they were unable to complete the approved project due to difference in the awarded amount, $40,000 and the actual cost of the project they were approved to complete. CANV was awarded a reimbursement of $40,000 of their requested $84,986 to purchase a refrigerated box truck. CANV was unable to cover the difference between the awarded amount and the cost of the project.
Staff worked with CANV, reviewing and rejecting two alternate proposals, before reviewing a third alternative proposal. This third proposal is recommended for approval by staff from Napa County, Upper Valley Waste Management Agency and the City of Napa, the jurisdictions that reviewed and made recommendations on the applications for the original NOFA.
The proposed amendment will reimburse CANV $40,000, the originally awarded amount, for the purchase of a Chevrolet Tahoe LS or LT. The vehicle will be used with hot/cold storage containers (brand name Cambro) already owned by CANV, to pick up and transport excess edible food from Tier One generators that are not currently served by CANV. The vehicle will allow for: access to narrow or remote roads, low volume pick-ups not viable for larger vehicles, unpredictable donation schedules and towing a refrigerated trailer when needed. CANV estimates they can recover an additional 6,000 - 8,000 pounds per month of food, increasing the annual food recovered by CANV by 21%. CANV has alerted staff that they are considering a purchase of a 2019 or 2020 Chevrolet Tahoe LS or LT model, Premier Sport Utility 4D. CANV estimates the cost of this vehicle to be $39,990 and has verbally confirmed with staff they have the funding to cover the difference in cost if any.
Staff recommends the Board approve Amendment No. 1 to Agreement Number 250247B. If the Board approves of the recommendation, staff will execute the Amendment (to be executed by the Public Works Director) with Community Action Napa Valley.
