BACKGROUND
The University of Cincinnati Research Institute’s agreement allows for the development and pilot of two program surveys (Youth Participants and Family) to assist the County in assessing the performance of its youth programming. The Youth surveys are designed to gather data from program youth regarding topics such as their understanding of key programming teachings, beliefs of the likelihood of future behaviors, and perception of their own attitude and behavior changes since participating in the program, as well as across the aftercare period. The Family surveys are designed to gather data from families regarding their post-program observations of youth’s attitude and behavior changes since participating in the program, as well as across the aftercare period.
The Board’s approval is needed to approve this agreement because the county has a separate existing agreement with this vendor. The combined amount of the agreements with this vendor exceeds the Department Head and Chief Executive Officer signing authority.
State realigned funding will be used to offset the entire professional fees of this agreement.
Requested Action:
Authorize an Agreement No. 260006B with the University of Cincinnati Research Institute for the term May 1, 2025 through June 30, 2025, for a contract maximum of $26,000, and one (1) automatic annual renewal.

Appropriation has been requested in the FY 2025-26 Recommended Budget and will be budgeted accordingly in succeeding fiscal years. UCCI’s agreement will be offset entirely by State realigned funds. |

If the agreement is not approved, Probation is not able to assess the effectiveness of its youth programs. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
