BACKGROUND

On August 20, 2024, the Board approved a 5-year professional services agreement with Axon Enterprise, Inc. to provide the Sheriff’s Office with the Axon OSP 10 Premium bundle package. This included body worn cameras (BWC) and conducted electricity devices (CED) for all sworn personnel, interview room video recording equipment, and vehicle video dashboard cameras. These products allow the Sheriff’s Office to collect video and audio evidence, providing a level of transparency in the delivery of law enforcement services.

On February 25, 2025, the Board approved Amendment No. 1, with Axon Enterprise, Inc. to add cameras to the traffic enforcement motorcycles operated in the City of American Canyon.

The Sheriff’s Office now proposes to amend the current agreement to purchase additional Axon Fleet 3 in-car camera systems to equip new in-custody inmate transport vehicles and patrol vehicles (6 vehicles in total). Outfitting the new vehicles with the Axon Fleet 3 system will ensure all Sheriff’s Office fleet vehicles are able to collect video and audio events in real-time to continue to provide transparency in the delivery of law enforcement services. Fleet in-car cameras also serve as an important risk management and mitigation tool, as their use is increasingly becoming the industry standard and a modern-day expectation.

The total cost for additional Fleet 3 camera systems, associated equipment and software is $77,910 for the remaining 3 years of the Axon agreement. The cost will be billed annually as follows:

FY 26-27: $26,022

FY 27-28: $25,944

FY 28-29: $25,944

In addition to purchasing the Fleet 3 in-car camera systems, Sheriff’s Office proposes the purchase of two (2) Axon Air X10 and four (4) Axon Air R10 drone kits, software subscription and drone training. The purchase of these drone kits would replace several drones that are now discontinued and no longer supported by the manufacturer, allowing the Drone Team to continue supporting patrol operations. The total cost for these purchases is $230,545 for the remaining three years of the Axon agreement. The cost will be billed annually as follows:

FY 26-27: $106,588

FY 27-28: $61,979

FY 28-29: $61,979

Requested Actions:

Approve and authorize the Chair to sign Amendment No. 2 to Agreement No. 250148B with Axon Enterprise, Inc. increasing the agreement amount by $308,455 for a new maximum compensation of $3,358,325 to provide additional Axon Fleet 3 in-vehicle camera systems, Axon Air drone systems, and associated software & training.

Discretionary Justification:

The Sheriff’s Office BWC program has been operational since May of 2016 and has shown to increase public trust through transparency, improve evidence collection and increase law enforcement & public safety. Purchasing additional Axon Fleet 3 in-car camera systems will ensure new fleet vehicles will be outfitted in accordance with the Sheriff’s Office current in-car camera standards to record video and audio evidence. The purchase of Axon Air drone systems will replace discontinued drones that are no longer serviceable to continue to provide support during natural disasters or critical incident events. These drones integrate seamlessly with Axon software to capture real-time video and audio.

Future fiscal impact:

The increased annual cost associated with Amendment No. 2 to Axon Agreement No. 250148B will be budgeted appropriately in FY 27-28 and FY 28-29.

Consequences if not approved:

If the amendment is not approved, the new fleet vehicles will not be equipped with the standard in-car camera systems, potentially limiting the collection of vital video evidence. In addition, the Drone Team would be unable to acquire replacement drones for an aging fleet that is becoming increasingly difficult to repair due to discontinued manufacturer support and the availability of replacement parts.
