EXECUTIVE SUMMARY

Approval of today’s action will allow HHSA to accept a grant award to expand the delivery of locally directed indigent care services for low-income uninsured and under-insured adults that lack access to health, behavioral health and associated support services.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The County Medical Services Program (CMSP) provides health coverage for uninsured low-income, indigent adults that are not otherwise eligible for other publicly funded health care programs.  In April 1995, the CMSP Governing Board was established to set overall program and fiscal policy for CMSP.  Thirty-five counties throughout California (including Napa) participate in CMSP.

CMSP Governing Board released a Request for Proposal (RFP) for CMSP counties to expand the delivery of locally directed indigent care services for low-income uninsured and under insured adults that lack access to health, behavioral health, and associated support services in CMSP counties.  HHSA applied for and was awarded the LICN Planning Grant in the amount of $50,000, which is the maximum amount available.

The LICN Planning Grant enables the lead agency (HHSA) to bring stakeholders together to establish and strengthen relationships to improve access to recently incarcerated individuals to access nutritional support, housing, transportation, legal assistance, income assistance (including employment), behavioral and health care services through existing services providers. To more holistically service those recently incarcerated, the stakeholders envisioned in this collaborative process include, but are not limited to, all program divisions within HHSA, Napa County Department of Corrections, Napa County Probation Department, and the Housing and Homeless Services Division of the County Executive Office of Napa County.

This LICN Planning Grant will enable HHSA to bring these stakeholders together to develop an Implementation Plan that will meet the objectives of the LICN Program to 1) promote timely delivery of necessary medical and behavioral health services to formerly incarcerated adults, 2) link those populations to community resources, and 3) improve overall health outcomes. This Planning Grant will also position the County for future funding opportunities to bolster our collective work, including possibly in the area of data integration across many parts of the County to improve services to our community. Specifically, the CMSP grant available following this 18-month Planning Grant is a three-year grant of up to $1.5 million dollars.
