BACKGROUND

In March 2026, Napa County released a “Request for Proposals (RFP)” for trucking and hauling services. The County intends to enter into an on-call Agreement with the top ranked contractor from the RFP process to assist various County projects on an as-needed basis.

A Public Works staff selection committee ranked Toby’s Trucking, Inc. as the highest ranked contractor. The PSA will be established for a five (5) year term, and for a not to exceed amount of $750,000 per contract year. Entering into an on-call agreement with Toby’s Trucking, Inc. will provide County Roads and other County departments with the support needed to complete a variety of routine maintenance activities and supplement internal resources when needed. If the Board approves the Agreement, then staff will request proposals from the contractor for trucking and hauling services based on pre-established hourly rates as the need arises, and pay for contractor expenses from the respective department budgets. By having an on-call contractor for trucking and hauling, it reduces the time required for contractor selection and improves project delivery.

Requested Action:
1. Approve and authorize Agreement No. 260358B with Toby’s Trucking, Inc. for on-call trucking and hauling services for a maximum compensation of $750,000 per contract year.

Discretionary Justification:

The proposed Professional Services Agreement with Toby’s Trucking, Inc. will provide the required trucking and hauling services for Road’s upcoming paving projects as well as other County projects.

The services provided by this agreement will be budgeted in future fiscal years.

Consequences if not approved:

County staff would need to advertise individual solicitations each time trucking and hauling services are needed resulting in longer time periods to acquire a consultant, and delays to maintenance activities.
