BACKGROUND

The ability of the County to operate and manage successful electronic monitoring programs through the Probation and Corrections department requires a reliable vendor to provide electronic monitoring equipment and services that meet industry standards and produce reliable results. The County has been providing these services for a number of years as a component of the criminal justice continuum to provide a community-based alternative to detention for juveniles and adults who are deemed not to pose a danger to society, supporting those on pretrial release as well as those authorized to serve all or part of their sentence outside of the Jail and Juvenile Hall so that they may remain in the community and continue to attend work and school.

The County issued a Request for Proposal for Global Positioning System (GPS) services in March 2026 and it is still in process. This Amendment extends the term on a month-to-month basis with the incumbent to ensure no disruptions to county operations until a new agreement is finalized and Board approved.

Requested Action:
Approve and authorize Amendment No. 3 to Agreement No. 200078B to extend the term from July 1, 2026 through July 31, 2026, and month-to-month thereafter beginning August 1, 2026.

Discretionary Justification:

Probation utilizes electronic monitoring for high-risk juveniles and adult sex offenders. Corrections utilize electronic monitoring for home detention

Is the general fund affected?

Yes

Future fiscal impact:

It is expected for the agreement to term prior to June 30, 2027, and therefore, no future fiscal impact.

Consequences if not approved:

The Departments will not have a vendor to provide electronic monitoring services impacting community safety until a new contract is established with the selected vendor from the RFP process.
