BACKGROUND

The Napa Special Investigations Bureau (Bureau) task force is comprised of Napa County Sheriff’s Office, Napa County District Attorney’s Office, Napa County Probation Department, Napa Police Department, St. Helena Police Department, Calistoga Police Department, and the California Highway Patrol. The Bureau’s primary mission is to increase public safety by investigating major crimes impacting Napa County and its residents.

In 2012, the Board approved and authorized Memorandum of Understanding (MOU) No. 8087, which set forth the responsibilities of the participating agencies as they relate to the Bureau. The MOU established that the participating agencies would work in conjunction to enforce controlled substances laws to reduce the trafficking of controlled substances into Napa County. In 2014, the Board approved an update to the MOU to expand the scope of Bureau operations to include the investigation and prevention of major crimes.

Since the MOU has not been revised since 2014, the Bureau would like the investigation and prevention of major crimes to specifically include human trafficking, high-cost larceny and motor vehicle theft, supervised release searches to include problematic offenders and prohibited/registered owners’ firearms compliance.

Requested Action:
Approve and authorize the Chair to sign a Memorandum of Understanding No. 8087 with the cities of Napa, Calistoga, St. Helena, and the California Highway Patrol to further expand the scope of The Napa Special Investigations Bureau’s operations for a term beginning on July 1, 2024.
