BACKGROUND
The Fuel Farm Improvement Project (24032), supports the bulk storage fueling facility at the Napa County Airport by providing infrastructure improvements to be used by the Airport and by both Fixed Base Operators (FBOs). Improvements to date have been mutually beneficial to the FBOs and the Airport and the project costs have been shared – 50% Airport and 50% FBOs.
The proposed amendment to Agreement No. 25019B with MCK America, Inc. will address the added work and resources for the construction change orders that were necessary to address unforeseen conditions and minor revisions to the original project improvements. In addition, the proposed amendments to the agreements with MCK America, Inc. and Roundtable Technical Resource, LLC, Agreement (Nos. 250195B and 240127B, respectively), will provide additional design and construction management services for additional fuel farm improvements that will benefit the Airport, including relocation of the Airport’s bulk fuel storage tank currently located at 3030 Airport Road to the centralized fuel farm. The additional design services will include an electrical equipment study to assess the feasibility of reutilizing existing electrical infrastructure at the fuel farm to support the relocation of the Airport’s fuel tank or determining whether it is more advantageous to demolish existing infrastructure and replace it with new equipment prior to relocation of the existing storage tank. The condition and usability of the existing equipment and its associated power distribution equipment will be evaluated and, based upon the technical findings, a recommended course of action will be provided.
Requested Actions related to the “Fuel Farm Improvement Project”:
1. Approve and authorize Amendment No. 1 to Agreement No. 250195B with MCK Americas, Inc. increasing maximum compensation by $58,163 for a new contract maximum of $107,441 for additional construction management services;
2. Approve and authorize Amendment No. 2 to Agreement No. 240127B with Roundtable Technical Resource, LLC. increasing maximum compensation by $89,010 for a new contract maximum of $234,010 for additional design services; and
3. Approve a Budget Amendment for the following:
a. Increase Intrafund Transfers Out appropriation by $147,173 in the Airport Operations budget (Fund 5010, Subdivision 5010000) offset by the use of its available fund balance to transfer to Project 24032 and increase to its Intrafund Transfers In revenues (Fund 5010, Subdivison 5010500, Project 24032, Account 49900);
b. Increase Consulting Services appropriation by $89,010 in Project 24032 budget (Fund 5010, Subdivision 5010500, Project 24032, Account 52310) transferred from Airport Operations; and
c. Increase Construction Services appropriation by $58,163 in Project 24032 budget (Fund 5010, Subdivision 5010500, Project 24032, Account 52360) transferred from Airport Operations.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The Board previously considered and adopted a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for this Project, pursuant to Resolution No. 2020-120. There have been no substantial changes to the Project or new information of substantial importance within the meaning of CEQA Guidelines section 15162 that would warrant additional environmental review in connection with this action.
