BACKGROUND AND DISCUSSION

LAFCO is charged with encouraging the orderly formation and development of local agencies in a manner that preserves agricultural and open-space lands, promotes the efficient extension of municipal services, and prevents urban sprawl.  Napa County LAFCO consists of two Members and one Alternate representing the County appointed by the Board of Supervisors from its own membership; two Members and Alternates representing the Cities and Town via the North Valley and South Valley Seats in the County, each of whom must be a City/Town elected official appointed by the Committee; and one member representing the general public appointed by the other four members on LAFCO.

California Government Code Section 56335 requires the Committee to make appointments to expiring LAFCO positions.  The Committee's own Policy No. 2014-1 (NCCSC) provides a rotation schedule for the appointment of the Member and Alternate positions to the North Valley and South Valley Seats.  For the North Valley Seat, the rotation is between the Cities of St. Helena, Calistoga, and the Town of Yountville.  There is no Alternate position for the North Valley Seat.

The North Valley Seat is intended to reside with the jurisdiction rather than the individual.  Town of Yountville Mayor Marjorie Mohler was appointed to the North Valley Seat by the City Selection Committee on July 20, 2021 for the term May 3, 2021 through May 5, 2025.  The City of St. Helena is next in the rotation schedule to hold the North Valley Seat in which they can accept appointment, or they can choose to defer their turn to the Town of Yountville, which has held the seat since May 2, 2017, for continuity and continued institutional knowledge.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
