BACKGROUND

There are currently three openings on the Napa County Library Commission due to expired terms. The previous incumbents Caroline A Haythornthwaite, and Aisha Nasir did not seek reappointment. This created one vacancy for the County of Napa Representative and one vacancy for the City of American Canyon, respectively. The County Executive Office advertised the vacancies and received one application from Molly M. Adams for the City of Napa Representative and three new applications from Logan Elena Triglia Laverty, Vivian Wehner, and  Margaret Woodard for the County of Napa Representative.

The Napa County Library Commission functions as an advisory commission to the Napa County Board of Supervisors on matters pertaining to the Library. The Commission consists of eight (8) members; three (3) to be appointed by the County Board of Supervisors, two (2) appointed by the Napa City Council, one (1) appointed by the American Canyon City Council, one (1) appointed by the Calistoga City Council, and one (1) appointed by the Yountville Town Council.  A member whose appointment has expired may continue to serve until a new appointment is made by the appropriate authority.

On January 20, 2026, the City of Napa City Council met at a regular meeting and approved the appointment of Molly M. Adams to fil the position for the City of Napa Representative. (Minutes attached)

On March 5, 2026, the Napa County Library Commission met at a regular meeting and voted to recommend Margaret Woodard  to fill the position for the County of Napa Representative. (Recommendation letter attached)

PROCEDURAL REQUIREMENTS:

3.                     Motion, second, discussion and vote on the item.

REQUESTED ACTION:

Reappoint Molly M. Adams to represent the City of Napa and accept the recommendation of the Library Commission and appoint Margaret Woodard to represent the County of Napa to the Napa County Library Commission.
