BACKGROUND

During the storm events that started in December of 2025, significant damage occurred at the following locations in unincorporated Napa County:

     RDS 26-22, Redwood Road MPM 5.41, Project 26023, Agreement 260285B

     RDS 26-24, Mt. Veeder Road MPM 4.3, Project 26024, Agreement 260286B

     RDS 26-37, 3260 White Sulphur Spring Road, Project 26027, Agreement 260300B

     RDS 26-38, 500 Wall Road, Project 26028, Agreement 260302B

     RDS 26-39, Diamond Mountain Road MPM 2.0, Project 26026, Agreement 260303B

Redwood Rd MPM 5.41 and Mt. Veeder Rd MPM 4.3 sustained road and bank failure consisting of downslope failure on the side of the roadway, where a portion of the road slid down the hillside threatening the remaining portions of the road.  At Redwood Rd MPM 5.41, the preferred repair method is to place a rip rap buttress where significant settlement occurred and restore the roadway with new asphalt concrete pavement.  At Mt. Veeder Rd MP 4.3, the preferred repair method is to construct reinforced concrete walls (4 feet to 14 feet high) supported on drilled piers and restore the roadway with new asphalt concrete pavement.

The failure at Diamond Mountain Rd consists of an upslope failure on the east side of the roadway that expands approximately 230 linear feet in length. Slide debris filled and blocked the creek channel adjacent to the roadway causing water to be pushed out of the creek channel and across the roadway. Because construction will take place adjacent to or within the channel, environmental regulatory agency permits will be required. The County has decided to move forward with a feasibility study to explore potential repair methods, which will involve estimating repair costs and evaluating potential environmental impacts and mitigation related to each repair method. A repair method will be chosen based on cost and regulatory agency input. Once a repair method is chosen, County staff will return to the Board with findings and request funds to move forward with design.

The failure at 3260 White Sulphur Spring Rd consists of an upslope failure on the west side of the roadway, where a hillside previously impacted by Napa County wildfires slid and damaged a portion of the road. The slide area is approximately 130 linear feet in length, and the preferred repair method is to install a 150-foot-long and 10-foot-high soldier pile retaining wall. The affected roadway will also be raised and repaved to restore the asphalt concrete surface to pre-slide conditions.

There are two slides on Wall Road, one adjacent to the 555 Wall Road slide that occurred during the 2019 storms, and another about 500 feet north of the first slide. (The 2019 Wall Rd. slide remains mired in FEMA bureaucracy, and will hopefully be fixed in 2027). Both new slides show road and bank failure consisting of downslope failure on the northern side of the roadway, where a portion of the road slid down the hillside threatening the remaining portions of the road. The slide areas are approximately 70 linear feet and 30 linear feet in length, respectively, and the preferred repair method is to install a reinforced concrete retaining wall between four and six feet tall and supported by cast-in-drilled hole piles. The affected roadway will also be paved 100 feet long and 42 feet wide centered at the slide, respectively, to restore the pavement conditions.

The requested funding will cover project design for four slide projects and a feasibility study for one slide project (Diamond Mtn.), including County staff time and design services provided by ADKO Engineering, Inc. Funding for the design phase of these projects will be covered using the available budget in the Road Operating Fund budget. Due to the urgent need to complete these repair projects before next winter, the Department of Public Works has authorized ADKO Engineering, Inc. to begin design work prior to the March 10 board meeting.

Staff anticipate returning to the Board of Supervisors at a later date to request approval of the plans and specifications, authorization to advertise for bids and to provide an estimated project cost for each project. The current estimated overall project cost for repairs are $1,460,000 for Redwood 5.41, $2,690,000 for Mount Veeder 4.3, $1,417,000 for White Sulphur Springs and $1,389,000 for Wall Road.  Staff has not prepared a total project estimate for the Diamond Mountain Road repair as staff has not determined the method of repair yet.  The existing Roads Fund does not have sufficient balance to fund construction, so these funds will need to come from other sources.  There are two additional projects that do not require action today, but will require construction funding in the future.  These projects are 1) Repair of the Milton Rd. Levy (approximately $100K), and 2) a bank repair on White Sulphur Springs Creek (approximately $225K). 

Once bid openings for all projects take place staff will return to the Board for a recommendation to award construction contracts and make all necessary budget adjustments to move the projects into the construction phase.  Staff recommends the construction phase for these projects is funded from County emergency reserve funds.

Requested Actions:

1.                     Approve the creation of new projects for the “Redwood Rd MPM 5.41, RDS 26-22” (Fund 2040, Sub-Division 2040500, Project 26023), “Mt Veeder Rd MPM 4.3, RDS 26-24” (Fund 2040, Sub-Division 2040500, Project 26024), “Diamond Mountain Rd Slide Repair, RDS 26-39” (Fund 2040, Sub-Division 2040200, Project 26026), “White Sulphur Spring Rd Slide Repair, RDS 26-37” (Fund 2040, Sub-Division 2040500, Project 26027), and “550 Wall Road Landslide Repair, RDS 26-38” (Fund 2040, Sub-Division 2040500, Project 26028);

2.                     Approve and authorize Agreement No. 260285B for a contract maximum of $224,594 with ADKO Engineering Inc. for the Redwood Rd MPM 5.41 project and approve a Budget Amendment for the following (4/5 vote required):

a.                     Increase Intrafund Transfers-Out appropriations by $304,594 in the Road Operations Budget, (Fund  2040, Sub-Division 2040000, Account 57900) offset by use of its available fund balance to be transferred to project 26023 and increase to its Intrafund Transfers - In revenue (Fund 2040, Sub-Division 2040500, Project 26023, Account 49900);

b.                     Increase Consulting Services appropriations by $224,594 in project 26023 (Fund 2040, Sub-Division 2040500, Project 26023, Account 52310) offset by an Intrafund Transfers-In revenue from the Roads Operations Budget;

c.                     Increase Engineer Services appropriations by $80,000 in project 26023 (Fund 2040, Sub-Division 2040500, Project 26023, Account 52145) offset by an Intrafund Transfers-In revenue from the Roads Operations Budget; and

3.                     Approve and authorize Agreement No. 260286B for a contract maximum of $376,986 with ADKO Engineering Inc. for the Mt. Veeder Rd MPM 4.3 project and approve a Budget Amendment for the following (4/5 vote required):

a.                     Increase Intrafund Transfers-Out appropriations by $456,986 in the Roads Operations Budget, (Fund 2040, Sub-Division 2040000, Account 57900) offset by use of its available fund balance to be transferred to project 26024 and increase to its Intrafund Transfers - In revenue (Fund 2040, Sub-Division 2040500, Project 26024, Account 49900);

The repairs are needed to prevent further damage and ensure safety.

Future fiscal impact:

Funding will be needed in FY 26-27 for final design, permitting and construction. Permits may require mitigation planting and monitoring for up to 10 years after construction completion.

Consequences if not approved:

Slides could damage more of the roadways, which could potentially remove road access for residents and result in a major disruption of emergency response and traffic flow in the affected areas.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed project action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
