RECOMMENDATION
title
Approve and authorize Amendment No. 3 to Agreement No.170766B with Joel Fay, Psy.D., APBB, for clinical support, training and oversight of the Peer Support Team. (Fiscal Impact: $10,000 Expense; General Fund; Budgeted; Discretionary)
body
BACKGROUND
Joel Fay, Psy.D., APBB is a board-certified psychologist who specializes in police and public safety psychology. He is also a retired police officer with over 30 years of experience and as an emergency responder. Under the current agreement, Dr. Fay provides clinical support, training and oversight to Sheriff’s Office Peer Support Team, offers critical stress management, stress debriefings and short-term crisis intervention for all Sheriff’s Office staff.
Today, law enforcement officers are tasked with handling a myriad of situations, such as violence, unhoused, mental illness, drug and alcohol abuse, domestic abuse, etc. These situations can take a mental toll on law enforcement and support staff, which can negatively affect their work and home life. Using a mental health professional in conjunction with a peer support team, Sheriff’s Office can help improve staff quality of life, engagement and job satisfaction, and overall health.
Requested Actions:
Approve and authorize Amendment No. 3 to Agreement No. 1707766B with Joel Fay, Psy.D., APBB to extend the term of the agreement through June 30, 2026, with an automatic renewal provision of two additional one-year terms, and to revise compensation rates with no increase to the maximum compensation of $10,000 per fiscal year.
FISCAL & STRATEGIC PLAN IMPACT
Is there a Fiscal Impact? |
Yes |
Is it currently budgeted? |
Yes |
Where is it budgeted? |
Sheriff’s Operation Budget (Org 1360000, Obj 52490) |
Is it Mandatory or Discretionary? |
Discretionary |
Discretionary Justification: |
This item is discretionary as there is no mandate for the Sheriff’s Office to engage in or offer peer support services, critical incident stress management, stress debriefing or short-term crisis intervention for its staff. However, research shows that providing such services with oversight of a mental health professional can help law enforcement staff cope with both everyday stresses of the job and/or stress related to involvement in critical incidents. Organizational and environmental stresses left to accumulate over time can lead to drug abuse, alcoholism, anger, burnout and depression. |
Is the general fund affected? |
Yes |
Future fiscal impact: |
Appropriations will be budgeted accordingly in future fiscal year. |
Consequences if not approved: |
If this agreement were not amended, Sheriff’s Office would be unable to continue providing Dr. Fay’s services to staff. |
