BACKGROUND
Napa County library will partner with Napa County Resource Conservation District (NCRCD) to create a monarch butterfly pollination garden at the library using funding provided by the Friends of Napa Library. Additionally, NCRCD will engage the community in the planting project and use the project as a tool to inspire the community. NCRCD will conduct outreach to local media and develop a newsletter story, social media post and partner with the library to provide outreach events.
The request for board approval is due to the County fiscal year aggregate dollar amount being greater than the CEO signing authority for contracts with the same contractor.
Approval of the sole source award is requested for this agreement as the project requires specialized training and/or extensive expertise that NCRCD is the only known contractor who can provide all services requested.

1. Approve and authorize a sole source award for Agreement No. 270060B with Napa County Resource Conservation District (NCRCD) for a maximum of $38,000 for the term July 1, 2026 through June 30, 2028 to create a pollination garden and outreach programs at the Napa County Library.
