BACKGROUND

On September 12, 2023, the Board of Supervisors directed staff to apply for and, if awarded, accept the Bay Area Housing Finance Authority (BAHFA) Older Adult Rental Assistance Pilot Program grant funding. These funds are awarded to prevent homelessness and improve long-term housing stability for extremely low income, severely housing-burdened, older adult residents in the County.

The pilot program design submitted in the application includes several new positions to be funded using the BAHFA funds and existing grant sources in a braided structure. The new positions include a 1.0 FTE Staff Services Analyst I/II position to provide necessary support for the administration requirements of the grant, and 4.0 FTE Case Manager positions within program delivery and social supports. The 4.0 FTE Case Managers will be funded via contract and staffed within collaborative applicant partner agencies (On the Move and Up Valley Family Center) based on the proportion of program enrollees across the geographic distribution of the County.
