BACKGROUND

On August 15, 2023, the Bay Area Housing Finance Authority (BAHFA) released a request for proposals (RFP) seeking an eligible entity to design and administer an Older Adult Rental Assistance Pilot Program (Program) in one or more counties of the 9-county Bay Area Region. Napa County Department of Housing & Homeless Services (DHHS) worked collaboratively with a consortium of community-based organizations and public sector partners to design a four-year Program and service delivery model using grant funds and other existing braided funding sources. Napa County has been selected from a pool of qualified, competitive applicants, to launch and administer the pilot program.
Housing & Homeless Services staff worked collaboratively with a consortium of community-based organization and public sector partners to design a four-year Program and service delivery model using grant funds and other existing braided funding sources. On November 8, 2023, Napa County was selected among all proposals to receive the full $5 million to launch and administer the Program. The Program is designed to assist extremely low income, severely rent-burdened seniors in Napa County who are at imminent risk of experiencing homelessness by improving their long-term housing stability through guaranteed rental assistance.
Approval of Agreement No. 240333B with Up Valley Family Centers of Napa County will provide the housing stabilization services necessary for enrolled Program participants to create long-term care plan with strategies for support needed to create genuine stability.  The budget amendment requested reflects cost expected to be incurred between April l-June of this year.
Requested Actions:
1. Approve Agreement 240333B with Up Valley Family Centers of Napa County for a maximum yearly amount $136,500
2. Approve Budget Amendment for the following
a. Increase appropriation by $25,600 in Affordable Housing Fund (2080-2080040-52430);
b. Increase revenue by $25,600 in Affordable Housing Fund (2080-2080040-48200);
c. Increase appropriation by $25,600 in Housing & Homeless Services (2030-2030010-56100) offset by fund balance.

Discretionary Justification:

Approval of this item is discretionary in that there is no mandate for Napa County to contract with Up Valley Family Centers for these services.

Future fiscal impact:

All program funds will be budgeted accordingly in upcoming fiscal years.

Consequences if not approved:

If the contract is not approved Napa County will not be able to provide housing stabilization services within the grant program, and we will be out of compliance with the grant.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
