SUBJECT: Amendment No. 3 to Agreement No. 200128B and Amendment No. 1 to Space License Agreement No. 210280B with Innovative Health Solutions at HHSA South Campus

RECOMMENDATION

Director of Health and Human Services Agency (HHSA) and Director of Public Works request approval of and authorization for the Chair to sign the following items with Innovative Health Solutions related to continuing to provide nutritional education, located at 2751 Napa Valley Corporate Drive, Building B:
1. Amendment No. 3 to Agreement No. 200128B, increasing the contract by $23,885 to a new contract maximum of $157,237, and extending the term of the Agreement from September 30, 2022, through September 30, 2023, allowing Innovative Health Solutions to build upon and continue nutrition education and obesity prevention activities from prior grant cycles for the Fiscal Years 2020-2023; and
2. Amendment No. 1 to Space License Agreement No. 210280B, extending the term to be coterminous with Agreement No. 200128B and any amendments thereto, for use of one (1) cubicle to conduct administrative work and store materials for use in the community and non-exclusive use of pantry, restrooms, parking and conference space, as needed.

EXECUTIVE SUMMARY
Approval of today’s requested action allocates an additional $10,000 from the Public Health portion of the project budget and $13,885 in unspent funds from FY 2021 (a combined total of $23,885) to Innovative Health Solutions to ensure that Napa County is able to spend the grant in its entirety and complete workplan deliverables in the Federal Fiscal Year (FFY) ending September 30, 2022. This amendment also extends the current agreement to include the additional year of funding from California Department of Public Health (CDPH) for the FFY ending September 30, 2023.
Approval of Amendment No. 1 to Space License Agreement No. 210280B will allow for continued use of the premises by extending the term of the Agreement from September 30, 2022, to September 30, 2023.
Innovative Health Solutions is not a local vendor.

Discretionary Justification: |
Approval of the recommended amendment is discretionary in that there is no mandate for the County to contract with this contractor or provide these services. The additional funds are from the Public Health portion of the project budget and unspent funds from FY 21 will be used by the Contractor to complete workplan deliverables in the FFY ending September 30, 2022. The agreement is funded by The California Department of Public Health. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The Supplemental Nutrition Assistance Program (SNAP), the cornerstone of the United States Department of Agriculture (USDA) nutrition assistance programs, plays a vital role in helping to improve nutrition among low-income individuals. Under current regulations (7 CFR 272.2), states have the option of providing nutrition education to SNAP recipients as part of their program operations. USDA’s Food and Nutrition Service (FNS) actively encourages States to provide nutrition education for SNAP participants. The goal of SNAP-Ed is to improve the likelihood that persons eligible for SNAP will make healthy food choices. In California, SNAP is known as CalFresh.
The Nutrition Education and Obesity Prevention Branch (NEOPB) of the California Department of Public Health (CDPH) is one of several programs that receives grant funding for nutrition education and obesity prevention efforts from the Supplemental Nutrition Assistance Program-Education (SNAP-Ed) of the USDA. The mission of CDPH-NEOPB SNAP-Ed is to reduce the prevalence of overweight and obesity among California (CA) SNAP-Ed eligible residents through educational strategies, and multi-level organizational and community-wide public health approaches that support healthy behaviors at multiple levels of influence.
The overarching strategies of the program include:
1. Optimize and enhance the food system to support a healthy diet;
2. Adopt, implement, maintain, and support programs and policies that increase access to and demand for healthy food;
3. Adopt, implement, maintain, and support programs and policies that decrease access to and demand for unhealthy food;
4. Adopt, implement, maintain, and support programs and policies that promote drinking water and restrict sugar sweetened beverages; and
5. Adopt, implement, maintain, and support programs, policies, and enhancements to the natural and built environment to increase physical activity opportunities
CDPH announced plans to extend the FFY 20-22 agreement for an additional year at the same funding amount of $150,000 annually. Napa County Health and Human Services will receive a total four-year grant of $600,000 to develop a local nutrition education and obesity prevention program. Of the $150,000 each year, $133,352 was allocated to fund an experienced contractor, Innovative Health Solutions, to continue work plan activities in the community. Funding to the contractor was increased via past amendment to redirect funds from the Public Health portion of the grant budget due to redirection of staff to COVID activities.
Specifically, the following will be supported with the additional funds:
A. Expand on existing ParkRx Coalition PSE work to include implementing the Community Physical Activity Tool (CPAT) with residents at Stonebridge low income housing site.
B. Summarize CPAT results and create an action plan based on residents' feedback and interest.
C. Share findings with coalition members and identify resources for policy, systems and environmental (PSE) improvements.
D. Coordinate PSE improvements with residents, coalition, city officials and EAH Housing management.
E. Document PSE changes and process via PEARS under partnerships and collaboration.
