Director of Public Works requests the following actions regarding the 2024 Annual County Bridge Repairs Project (4/5 vote required):
1. Approval to create a new Roads CIP Project for the 2024 Annual County Bridge Repairs Project (Fund 2040, Org 2040500, Project 24017); and
2. Approval of a Budget Amendment for the following:

EXECUTIVE SUMMARY

The 2024 Annual County Bridge Repairs Project focuses on completing minor repairs such as spall repairs, minor crack repairs and painting as a cost-effective way to protect and preserve the County’s 171 bridges. If the Board approves the Budget Amendment, then the annual repair work will be funded from SB-1.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significand effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR 15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]

BACKGROUND AND DISCUSSION

The County Public Works Department maintains 171 bridges that have a span longer than 12 feet. Caltrans inspects and provides bridge inspection reports for 78 bridges that are longer than 20 feet in the unincorporated area of Napa County. The recommendations in these reports range from doing nothing to complete replacement. In many cases, Caltrans and the Federal Highway Administration (FHWA) provide funding for preventative maintenance or replacement that the County is pursuing; however, repairs are not eligible for federal funding.
In 2022, the County hired a contractor to repair the concrete spalls and inject epoxy into cracks of seven bridges. In early 2023, an on-call consultant and County staff reviewed the Caltrans bridge inspection reports, identified eight bridges for minor repairs, and prepared the bid documents for repairing concrete spalls and injecting epoxy into cracks. On July 18, 2023, the Board authorized the Director to advertise for bids for the following bridges:

                     Silverado Trail over Dutch Henry Creek (21C0030)
    8.
                     Hardin Road over Maxwell Creek (21C0058)

County staff advertised for bids in August 2023 and no responsible bids were received, and as such we are taking these, and potentially additional bridges, back out to bid in 2024.  Unspent funds from the 2023 project, approximately $380,000, were returned to SB-1 when that project was closed out. This year, we will be bidding earlier in the construction season, and have increased the working days and cost estimate for the repair work.  

After reviewing the Caltrans bridge inspection reports, staff has also identified 16 bridges for more detailed investigation to find any repairs that might be needed. This project will also allow us to inspect for visible damage and evaluate potential repairs at the following bridges:

We will prioritize the bridges to repair and prepare plans and specifications to repair the bridges over the next few years. Approving the $500,000 budget amendment in this item will allow the 2024 Annual County Bridge Repairs Project to move forward.
