body
BACKGROUND
Today’s action will approve Amendment No. 1 to the professional services agreement No. 210313B with ENGIE Services U.S. Inc. for photovoltaic (PV) power systems services effective July 1, 2024, with a maximum compensation amount of $21,780 for routine services and $15,985 for non-routine services. The amendment results in no net change in maximum compensation of $37,765. FY 24/25 will be the last year of automatic renewal for Agreement No. 210313B.
The compensation rates for non-routine services are increasing to be aligned with current local prevailing wage rates. Maximum compensation for non-routine services for FY 2024-25 is increasing by $4,861 for a new maximum of $15,985. Routine monitoring services are being removed from the scope of work reducing the maximum compensation for routine services by $4,861 for a new maximum of $21,780. Monitoring services are not needed at this time and would require an upgrade in communications equipment.
Photovoltaic (PV) power systems are located at the Napa County Airport (2), Greenwood Ranch Fire Station, Sheriff’s Office, Animal Shelter, Napa County Library, Yountville Corp Yard (Roads), Homeless Shelter, 5th Street Parking Garage, and Juvenile Justice Center.
As a result of a competitive procurement process for PV systems, the Board of Supervisors approved Agreement No. 210313B with ENGIE Services U.S. Inc. on March 23, 2021, for the agreement term of April 1, 2021-June 30, 2023, with automatic renewal for two (2) additional fiscal years with a maximum annual compensation of $37,765 comprising of $26,641 for routine professional services and $11,124 for non-routine services. The agreement also includes a one-time fee of $2,235 for preliminary assessment of PV systems, which was completed during FY 2021-22.
ENGIE Services U.S. Inc. is not a local vendor.
Requested Action:
Approve and authorize Amendment No. 1 to Agreement No. 210313B with ENGIE Services U.S. Inc. to increase compensation rates and maximum compensation for non-routine services and remove routine monitoring services from the scope of work thereby decreasing the maximum compensation for routine services for FY 2024-25, related to photovoltaic power systems.
