BACKGROUND

Since July 15, 1986, Napa County has contracted with the City of Napa for centralized dispatching of emergency vehicles and related services within the county. Centralized dispatching has eliminated service duplication and achieves cost savings and operational efficiencies to the benefit of Napa County, the City of Napa, and residents.

Amendment No. 9 extended the agreement for Fiscal Years 2024-2025 and 2025-2026.  This amendment provided $2,466,474 in FY 2024-2025 for the Dispatch service and the shared cost of Mark43, a Records Management System (RMS) and $2,562,753 in FY 2025-2026.

Amendment No. 10 to Cooperative Joint Powers Dispatching Services Agreement No. 170779B extends the term for one year, through June 30, 2027, for dispatching and records management services. Dispatch service for FY 2026-2027 is $2,628,399, which includes a 5% cost of living increase and $59,516 for the shared cost of Mark43, a Records Management System (RMS). This is an increase of $125,162 from FY 2025-2026 providing maximum compensation for Amendment No. 10 of $2,687,915.

Requested Action:

Approve and authorize the Chair to sign Amendment No. 10 to Agreement No. 170779B with Cooperative Joint Powers Dispatching Services with the City of Napa increasing the amount to a maximum of $2,687,915 and extending the term through June 30, 2027.
