BACKGROUND
Probation has contracted with the City of Napa (City) shooting range since February 2020 for firearms training and qualifications for its armed sworn personnel.
All sworn, armed probation officers are required to qualify quarterly at firing range. Additionally, armed officers require relevant, realistic, and regular training with their firearm. Firearm training and qualification is a perishable skill. Each qualification/training is a minimum of four (4) hours. The City is able to accommodate the Department’s armed officers to meet required quarterly qualifications.
The agreement maintains the $2,000 monthly fee adding certain disclosures and additional requirements to use the shooting range.
Requested Action:
Approve and authorize Agreement No 260054B with the City of Napa for a maximum amount of $48,000 for the term July 1, 2025 through June 30, 2027 to allow Probation sworn personnel to use of its shooting range.

Discretionary Justification: |
The City offers use of their facility that meets the Department’s schedule requiring sworn armed personnel to qualify with their firearm quarterly. |

Consequences if not approved: |
If the Agreement is not approved, Probation will need to secure an Agreement with another agency that is not local to the County and anticipates additional expenses. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State SEQA Guidelines) and therefore CEQA is not applicable.
