RECOMMENDATION

title

Adopt a Resolution to amend the Table & Index of Classes, the Departmental Allocation List for County Counsel, Library, Planning, Building & Environmental Services, and Public Works, and appropriate personnel policies effective April 8, 2025. (Fiscal Impact: $101,100 Expense; General Fund; Budgeted; Discretionary)

body

BACKGROUND

County Counsel

At the request of County Counsel, Human Resources reviewed a Deputy County Counsel IV position. Human Resources determined that the position was performing highly specialized duties requiring significant expertise in CEQA, while also performing lead duties over attorneys and other staff which warranted a reclassification. After consulting with County Counsel regarding the department’s business needs and considering the review of the Deputy County Counsel IV position, a new Lead Deputy County Counsel classification is recommended.

With establishment of the new Lead Deputy County Counsel classification, the recommended action is to reclassify the Deputy County Counsel IV incumbent to Lead Deputy County Counsel.

Planning, Building, and Environmental Services

The Environmental Health Division’s Consumer Protection Team is responsible for inspecting a variety of public facilities, including spas, pools, restaurants, food vendors, public water systems, and temporary events. Changes to several state regulations, including the Retail Food Code and Health & Safety Code, have increased the number of inspections, plan reviews, permit issuances, and food vendor enforcement. Additionally, the Department of Public Health has increased the required number of training hours to over 100 per employee.

The Consumer Protection Team currently has a part-time Environmental Health Specialist II and would benefit from increasing the position to full-time. The recommended action increases a 0.5 FTE Environmental Health Specialist II to a 1.0 FTE.

Public Works

Public Works requires a Senior Office Assistant to relieve the department head of clerking duties for special district meetings, handle more complex journal entries, and perform lead worker duties over other clerical staff. The department has a vacant Office Assistant II, and it is recommended that this position be deleted, to create a Senior Office Assistant position.

As all positions have been budgeted, County Counsel, Planning, Building & Environmental Services, and Public Works departmental budgets have adequate funds available to cover the increased cost of salaries and benefits for the remainder of the fiscal year. The annualized increase in cost is provided by department below and will be budgeted accordingly.

Library

At the March 25, 2025, Board of Supervisors Meeting, the Chief Executive Officer (CEO) updated several County leadership titles. The Director of Housing & Homeless Services classification title was changed to Director of Housing & Community Services. Consequently, the CEO requested, and Human Resources concurred, to change the Director of Library Services & Community Outreach and Assistant Director of Library Services & Community Outreach classification titles to Director of Library Services and Assistant Director of Library Services, respectively.

This recommended action is a title change only and does not have a fiscal impact.

Requested Actions:

Adopt a Resolution to:

•                     Amend the Table and Index of Classes to add a new Lead Deputy County Counsel, Director of Library Services, and Assistant Director of Library Services classifications and delete the Director of Library Services & Community Outreach and Assistant Director of Library Services & Community Outreach classifications;

•                     Update Departmental Allocation List for County Counsel by adding 1.0 FTE Lead Deputy County Counsel and deleting 1.0 FTE Deputy County Counsel IV;

•                     Update Departmental Allocation List for Library by adding 1.0 FTE Director of Library Services and 1.0 FTE Assistant Director of Library Services, and deleting 1.0 FTE Director of Library Services & Community Outreach and 1.0 FTE Assistant Director of Library Services & Community Outreach;

•                     Update Departmental Allocation List for Planning, Building & Environmental Services by adding 1.0 FTE Environmental Health Specialist II and deleting 0.5 FTE Environmental Health Specialist II, with a net increase of 0.5 FTE;

•                     Update Departmental Allocation List for Public Works by adding 1.0 FTE Senior Office Assistant and deleting 1.0 FTE Office Assistant II;

•                     Update appropriate personnel policies to reflect the new classification titles, effective April 8, 2025.
