BACKGROUND

Each year, the California Department of Resources Recycling and Recovery (CalRecycle) makes payments through its Used Motor Oil Recycling Program to qualifying local jurisdictions for implementation of their used oil recycling activities. The funds are generated from fees on the sale of motor oil throughout the state. Sellers of motor oil submit revenue from these fees to CalRecycle. In turn, CalRecycle allocates the funds to cities and counties based on population. Cities and counties need to apply to receive their share of the funds.

Napa County has acted as lead agency for a regional used oil recycling program for over 20 years. Its regional partners have been and would include the cities of American Canyon, Calistoga, St. Helena, and the Town of Yountville. The County uses the funds to pay for purchase of used oil storage equipment, payment of used oil hauling costs, and advertisement of local used oil collection opportunities.

The CalRecycle payment to the Napa County regional program amounts to $30,000 per year ($5,000 per city and $10,000 for the county). The four cities have agreed to authorize the County to continue to represent them in this regional program. The County will include authorization letters from each of its city partners in its application for the upcoming funding cycle.

Staff recommends the Board adopt a Resolution authorizing the County to submit a Used Oil Payment Program regional application to CalRecycle on behalf of itself as Lead Agency and the cities of American Canyon, Calistoga, and St. Helena and the Town of Yountville, and authorize the Director of the Department of Public Works signature authority to execute all documents necessary to implement and secure payment required by the program.

Discretionary Justification:

The action allows the County to continue its regional used motor oil recycling activities, which are fully funded by the CalRecycle Used Oil Payment Program.

Is the general fund affected?

Yes

Future fiscal impact:

Funds are included in the FY 24-25 budget and will be included in the proposed budget for each of the affected years allowing the County to continue its regional used motor oil recycling activities.

Consequences if not approved:

The County and partner agencies would lose all current program funding for operation and maintenance of local used motor oil collection sites, oil, filter, and bilge pad recycling and disposal services, and related public education and advertising.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
