BACKGROUND

Property Management spends a great deal of time unclogging sewer lines to clear backups. Availability of a sewer camera system will help to identify whether backups are caused by normal use or because of a failure in aging infrastructure. Availability of the camera system may help to identify and repair sewer line issues before they turn into major health hazards, requiring expensive emergency projects such as the recent sewer repair at the Administration Building.

Requested Actions:
1. Authorize the purchase of a Vivax Sewer Camera System for the Property Management Maintenance subdivision in the amount of $13,270; and

2. Approve a Budget Amendment for the purchase of a capital asset in the amount of $13,270 within the Property Management Maintenance budget by increasing the Equipment account (Fund 4300, Sub-division 4300000, Account 55400) offset by decrease in Appropriation for Contingency account.

Discretionary Justification:

This Sewer Camera system will allow Maintenance Staff to be more proficient and accurate when working with sewer backups, as well as preventing major damages that require expensive projects.

No

Future fiscal impact:

There is no future fiscal impact.

Consequences if not approved:

If the Sewer Camera system is not approved, the Property Management Maintenance subdivision will not be able to determine the exact cause and/or location of sewer backups, which can cause a major expense in the future since the issue may not be addressed properly and in a timely manner.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
