Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign Agreement No. 230307B with Department of Health Care Services (DHCS) that governs the requirements of the Medi-Cal/Mental Health Plan (MHP) for the term July 1, 2022 through June 30, 2027.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
This contract continues the DHCS Managed Care Agreement with Napa County Behavioral Health. Under the Medi-Cal managed care system, Napa County is the Medi-Cal “Mental Health Plan” for the County. The County contracts with DHCS to be the Managed Care Plan of medically necessary specialty mental health services to Medi-Cal beneficiaries in the County. Specialty mental health needs are those requiring the services of a mental health specialist, as opposed to general mental health care needs that can be met by a general health care practitioner. Under the agreement, Medi-Cal beneficiaries must receive Medi-Cal reimbursed specialty mental health services through the County. This agreement outlines Napa MHP's obligations to Medi-Cal beneficiaries. This agreement is for 5 years, and its term dates are July 1, 2022, through June 30, 2027.
