BACKGROUND

The Napa County Local Agency Formation Commission (“LAFCO”) is an independent jurisdiction. The entity has contracted with Napa County for many years for provision of various support services, including administration, fiscal, personnel, technology, and treasury services. This agreement was recently reviewed and updated by LAFCO and County staff to represent current services and was approved by the Commission on August 4, 2025.  The Agreement extends through June 30, 2029 and includes delegated authority to the County Chief Executive Officer to extend the term on behalf of the County for an additional 5-year term should both parties desire to extend the support services agreement.

Requested Action: Approve and authorize Agreement No. 260110B with Napa County LAFCO.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
