Approve and authorize Amendment No. 1 to Memorandum of Understanding Agreement No. 8680B with the Humboldt County Department of Child Support Services that implements minor language changes to the agreement previously signed and approved by the Board on September 10, 2024. BACKGROUND
This action requests Board approval for Napa County Department of Child Support Services (CSS) to amend Agreement No. 8680B with the Humboldt County Department of Child Support Services. Napa CSS recently entered into an agreement to loan Child Support staff to Humboldt CSS as subject matter experts, assisting in managing caseloads for Fiscal Year 2024-25. In return, Napa CSS will receive reimbursement for staff salary and benefit costs from the state, which will help offset this year’s funding shortage.
The amendment to the recently approved item is due to minor language changes made by Humboldt’s County Counsel after the original agreement was approved. The changes do not substantively alter the agreement but simply reflect preferred sentence structure as revised by Humboldt County’s legal staff.
Requested actions:
1. Approval and authorization for the Chair and Director to sign Amendment No. 1 to Agreement No. 8680B with Humboldt County Local Child Support Agency; and
2. Grant the Director of the Child Support Services Agency the authority to approve future amendments to this MOU, provided that any such amendment does not materially alter the nature of the services to be provided or increase the maximum compensation available under this MOU.

Discretionary Justification: |
This is a discretionary activity as there is no mandate to enter into a shared service agreement with other Local Child Support Agencies. However, employees loaned under the shared service agreement will provide significant cost savings due to the State’s reimbursement for salary and benefit costs. The additional revenue is necessary to offset an allocation funding shortfall. |

The agreement is set to expire 6/30/2025. The estimated salary and benefit reimbursement for Fiscal Year 2024-2025 is $200,000. |
Consequences if not approved: |
Napa CSS would miss the opportunity to secure additional revenue that could help offset the significant decline in base allocation funding. |
