BACKGROUND

On April 22, 2025, the Board of Supervisors (BOS) authorized creation of the “Bale, Big Ranch, Lodi, Silverado Trail, and West Zinfandel Paving Project,” RDS 25-06 and a budget amendment of $50,000 to fund the design of the project.


The roads included in the project are as follows:
Bale Lane (0.70 miles) - All
Big Ranch Road (0.7 miles) - Oak Knoll Ave (east) to End
Lodi Lane (0.53 miles) - All
Silverado Trail (2.4 miles) - Zinfandel Lane to 6,000 feet south of the Caltrans SR 128 Right of Way
West Zinfandel Lane (0.56 miles) - All
Total miles: 4.9 miles


On May 6, 2025, the Board of Supervisors approved the plans and specifications and authorized to advertise for
sealed bids and opening of the bids pursuant to Section 20150.8 of the Public Contract Code.


On June 24, 2025 The Board of Supervisors awarded the contract to the lowest responsive bidder, Team Ghilotti, Inc., of Petaluma, CA, for their base bid of $4,397,141.

Amizetta Winery (also known as William Harrison Winery), who owns property adjacent to Silverado Trail located at 1443 Silverado Trail S, St Helena, CA 94574, and Quarry Vineyards, LP, who owns a property adjacent to Silverado Trail at 1450 Silverado Trail S, Rutherford, CA 94573 (known as The Terraces Winery), both agreed to contribute toward installing a Left Turn Lane (LTL) and driveway entrance improvements on Silverado Trail in addition to the resurfacing project. Both wineries have provided plans provided by RSA+ and Summit Engineering at owner’s expense to be incorporated into the “Bale, Big Ranch, Lodi, Silverado Trail, and West Zinfandel Paving Project,” RDS 25-06 Plans. With Amizetta Winery and Quarry Vineyards, LP’s contribution, the County is willing and able to proceed with adding the construction of LTL and driveway entrance improvements into this project. These improvements were bid as additive alternate #1 with the project, however the agreements could not be put into place in time for the June 24, 2025 contract award primarily because Amizetta was in the process of buying William Harison Winery and the sale didn’t close until recently. Team Ghilotti was the low bidder for the left turn lane widening, additive alternate #1, work at $997,210.

 

The continuous left turn lane attributed to each winery is entirely funded by those private parties.  The County’s project to pave this section of the Trail was already scheduled for this year, so the timing of this cooperative project was perfect.  This also benefits the public as the finished product will have a greater service life (rather than the widening project cutting into our new pavement) and will minimize traffic and construction timelines as one joint project.  

Staff also requested a quote from Team Ghilotti to extend the Silverado Trail project limit from 6,000 feet south of the Caltrans SR 128 another 1.2 miles to the intersection of Skellenger Lane.  This segment is in poor shape and matches the highest daily traffic of any segment on Silverado Trail. The additional segment was intended to be bid with the original project, but funding was unavailable. Since then, bids came in lower than anticipated on the East County Paving project freeing up $900,000 of paving money from that project, along with an available $745,000 of unused funds from the closeout of the 2024 South County Paving project. Team Ghilotti agreed to provide a quote matching their low bid quantities on Silverado Trail for the requested additional length. The construction cost to add this segment is $1,314,224.

 

Staff is requesting authorization for the Director of Public Works to sign contract change orders to the contract with Team Ghilotti for a maximum not to exceed amount of $3,410,719. The requested change order limit covers the Left Turn Lane Widening ($997,210) in partnership with Amizetta and Terraces winery, adding an additional 1.2 miles of Silverado trail ($1,314,224), and a standard 15% contingency for any unforeseen conditions during construction ($1,099,285).

Pursuant to Public Contract Code 20136, the Board can authorize change orders (1) via authority delegated to
the Director of Public Works pursuant to Public Contract Code 20142, (2) by terms set forth in the contract, or
(3) by order adopted by two-thirds of the Board and consented to by the contractor. Because the proposed change orders exceed the Director of Public Works’ authority pursuant to Public Contract Code Section 20142 and because a change of this size is not addressed by the terms of the contract, staff recommends approval by order adopted by two-thirds of the Board and consented to by the Contractor.

Requested Actions:

1.                     Approve Agreement No. 250450B with Amizetta Winery and Agreement No. 250451B with Quarry Vineyards, LP and authorize the Public Works Director to sign any subsequent documents to accept the contribution as specified in the Agreement;

2.                     Authorization for the Director of Public works to sign contract change orders to the contract with Team Ghilotti, Inc. for a maximum not to exceed amount of $3,410,719; and

3.                     Approve a Budget Amendment for the following (4/5 votes required):

a.                     Reclass Construction Services appropriation by $900,000 in the Gordon Valley Road Paving Project (Fund 2040, Sub-Division 2040500, Project 25030, Account 52360) to Transfers Out appropriations (Fund 2040, Sub-Division 2040500, Project 25030, Account 56100) to return $900,000 to the Capital Improvement Projects (CIP) Fund (Fund 3000, Sub-Division 3000000, Account 48200);

b.                     Reclass Construction Services appropriation by $745,449 in the South County Paving Project (Fund 2040, Sub-Division 2040500, Project 24025, Account 52360) to Transfers Out appropriations (Fund 2040, Sub-Division 2040500, Project 24025, Account 56100) to return $745,449 to the Measure U Non-Operating Special Revenue Fund (M-U SRF) (Fund 2440, Sub-Division 1220053, Account 48200);

c.                     Increase Transfers Out appropriations by $900,000 in the CIP Fund (Fund 3000, Sub-Division 3000000, Account 56100) offset by use of its available fund balance to transfer to project 25042 and increase to its Transfers In revenues (Fund 2040, Sub-Division 2040500, Project 25042, Account 48200);

d.                     Increase Transfers Out appropriations by $717,589 in the M-U SRF (Fund 2440, Sub-Division 1220053, Account 56100) offset by use of its available fund balance to transfer to project 25042 and increase to its Transfers In revenues (Fund 2040, Sub-Division 2040500, Project 25042, Account 48200); and

e.                     Increase Construction Services appropriations by $2,661,434 in the Road Paving (Various) Project (Fund 2040, Sub-Division 2040500, Project 25042, Account 52360) offset by Transfers In revenues from CIP Fund ($900,000), M-U SRF ($717,589) (Fund 2040, Sub-Division 2040500, Project 25042, Account 48200) and an increase in Donations/Contributions revenues from Amizetta Winery ($579,935) and Quarry Vineyards, LP ($463,910) (Fund 2040, Sub-Division 2040500, Project 25042, Account 47500).

Discretionary Justification:

The requested actions will allow a private-public partnership to improve safety on Silverado Trail as well as increase the rehabilitation limits on Silverado Trail which is greatly needed.

Consequences if not approved:

The left turn lane widening will not proceed and 1.2 miles of Silverado Trail in need will not be rehabilitated.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
