BACKGROUND

The Probation Department participates in the Narcotics Special Investigation Bureau (NSIB) which is a multi-agency task force that is dedicated to identifying, apprehending, and prosecuting illegal narcotic and drug traffickers in Napa County. Since the beginning of the year the workload volume has increased and now requires full-time case management. This request allows the Probation Department to fulfill the case management need by providing a full-time embedded Deputy Probation Officer III in the NSIB.

This request deletes a vacant 1.0 full-time equivalent (FTE) Deputy Probation Officer II and adds a 1.0 FTE Deputy Probation Officer III. The increase in cost associated with this request will be offset by deletion of a vacant .75 FTE Legal Clerk II. Due to legislative changes affecting workload and leveraging efficiencies within the case management system, the Legal Clerk II position is no longer needed.

Requested Action:

Adopt a Resolution to amend the Departmental Allocation List for the Probation Department by adding a 1.0 FTE Deputy Probation Officer III and deleting a 1.0 FTE Deputy Probation Officer II and a .75 FTE Legal Clerk II, effective November 12, 2024.

Discretionary Justification:

Participation in a multi-agency task force dedicated to public safety.

Future fiscal impact:

The salary and benefits cost savings for the remainder of the fiscal year is approximately $4,700. The annualized salary and benefits cost savings is approximately $61,500.

Consequences if not approved:

The Probation Department will not have a dedicated probation officer to assist the community in performing drug investigations, making arrests, and prosecuting drug traffickers.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
