EXECUTIVE SUMMARY

The proclamation declaring the month of September 2021 as "Suicide Prevention Month" in Napa County is part of a local effort by the Napa County Suicide Prevention Council to save lives and achieve a suicide-free community through education and training, stigma reduction, and provision of resources to combat suicide.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Napa County Suicide Prevention Council (NCSPC) is a public/private collaborative of Napa families impacted by suicide and agencies that serve the Napa County Community. The NCSPC strives to save lives and envisions a suicide-free community through education and training, stigma reduction, and provision of resources to combat suicide.
According to the Centers for Disease Control:
     Suicide is the tenth leading cause of death in the U.S., and in 2019 claimed 47,511, suicide was the second leading cause of death among individuals between the ages of 10 and 34, and the fourth leading cause of death among individuals between the ages of 35 and 44.
According to Napa County Mental Health Division analysis of Napa County Sheriff Coroner’s Office data:
     In 2020, 21 suicides were reported, 17 were identified as male gender and 4 as female gender.
According to Napa County Mental Health Division analysis of Napa County Suicide Prevention Council data:
     In the past year, the Napa County Suicide Prevention Council virtually trained 243 community members in the Question, Persuade, Refer (QPR) model of suicide prevention to help prevent suicides.
